Sangarsh Activists alleges major discrepancies in roaster for appointment of teachers in jammu university

Jammu, Dec. 28: Lambasting the move of Jammu University as a case of dilution of social justice, activists from SANGARSH Organisation held a press conference today and said that the move for recruitment of teaching faculty ran afoul of the Constitution. Advocate Sanjeev Sharma, a noted Pahari activist and spokesperson of the organisation pointed that exercise for recruitment for various teaching positions in University of Jammu has been undertaken in an arbitrary and non-transparent manner with scant regard for the rules and directions issued by UGC from time to time. He specifically highlighted the case of Advertisement No. Adm/TW/C&R/19/482-530 dated 27-07-2019 by way of which applications were invited for various teaching positions in University of Jammu by invoking Central Educational Institutions (Reservation in Teachers’ Cadre) Ordinance, 2019 (now ‘Act’) for the reservation of posts in appointments by direct recruitment of persons belonging to the Scheduled Castes, the Schedules Tribes, the socially and educationally backward classes and the economically weaker sections. We are unable to understand that since University of Jammu is a State University established under the Kashmir and Jammu Universities Act, 1969 and has even been designated as such by the List of State Universities available at UGC Site. Why State reservation rules were not given prominence when making such appointments. The same has also been made clear by Joint Secretary, UGC through a communication dated 19.10.2020 to the concerned functionaries of State universities that the State Universities including its affiliated/constituent colleges and other institutes functioning within the State should follow the percentage of reservation for SC/ST & OBC as prescribed by the concerned State Government. He stated even if University of Jammu claims that it holds the power under Central Educational Institutions (Reservations in Teachers’ Cadre) Act, 2019, then again the roaster violated the basic principles of reservation by earmarking post at Associate and Professor Level for OBC candidates. However, as per the reply by UGC (SCT Section), reservation to Other Backward Classes in case of teaching posts can be made at the level of Assistant Professor only. The arbitrariness of the recruiting agency while applying roaster did not stop here as at numerous places candidates from unreserved and EWS category were shown against the same post, thereby denying the intended benefits to EWS section. Moreover, benefits under EWS category can be given at entry stage but in the impugned advertisement it has been given at Associate Professor Level also.
Another activist Mahesh Bakshi alleged that even the requirement as to display the reservation roster on university website as per instructions issued by the Govt. of India, Dept. of Personnel & Training has not been complied with thereby putting transparency at the back burner of this solemn recruitment.
Activists and intellectuals of the Organisation beseeched the kind intervention of Lieutenant Governor who happens to be the Chancellor of this Institution to direct the University administration to rectify the alleged discrepancies in the concerned advertisement before it becomes too late and defeats the principle of fair opportunity to the intended beneficiaries. The Press Conference was attended by scholars from Jammu University and members of legal fraternity.
