Early Times Report

SRINAGAR, Jan 11: Notwithstanding the recommendation of Delimitation Commission of increasing the assembly seats in the Jammu & Kashmir legislative assembly from 83 to 90, the administration of the union territory seems to be in no hurry for recommending assembly elections at the earliest.
The same has been proved time and again as the employees of the Jammu & Kashmir Legislative Assembly Secretariat have been transferred to some other government departments from time to time. Sources told Early Times that around 70 employees of the Jammu & Kashmir Legislative Assembly Secretariat have been transferred to other departments.
On January 5, 2022 the General Administration Department (GAD) issued an order according to which six employees of the J&K Legislative Assembly were transferred to J&K Water Resources Regulatory Authority. The transferred officials include section in-charge and other staff.
“It is hereby ordered that the services of following officials of J&K Legislative Assembly are placed at the disposal of J&K Water Resources Regulatory Authority,” reads the government order 19-JK (GAD) of 2022 dated 05-01-2022. The order reads that Harbans Lal, section in-charge P&P Katib, Ganesh Singh, Katib, Surinder Paul, Receptionist, Suresh Kumar, Cashier, Sanjeet Kumar, Jamadar and Suneet Singh, Chowkidar.
“Suresh Kumar Angral, Senior Assistant of JAKFED, presently awaiting orders of adjustment in the General Administration Department, is transferred and deployed in the J&K Water Resources Regulatory Authority,” reads the order. The order said that the salary in respect of the officers borne on the establishment of the J&K Legislative Assembly shall continue to be drawn from the J&K Legislative Assembly on production of monthly attendance certificate from the J&K Water Resources Regulatory Authority.
On January 10, 2022 issued an order according to which services of some staff of Jammu & Kashmir Legislative Assembly Secretariat has been put at the disposal of J&K Special Tribunal. The staff includes Deepak Kumar Khajuria, section officer and Javed Ahmad Wani, P A. However, a corrigendum was issued according to which transferred order with respect to Khajuria has been deleted.
“In view of completion of translation of proceedings of Department and Parliamentary Standing Committee on Home Affairs, Shri Deep Kumar Khajuria, Section Officer and Mr. Javed Ahmad Wani P.A are hereby relieved from this office today on 10-01-2022 (AN) with the condition to report to J&K Special Tribunal, Jammu and Srinagar respectively for further duties,” reads the order issued with respect to government order number 1263-JK (GAD) of 2021 dated 30-11-2021.
However, on the same date Under Secretary Jammu & Kashmir Legislative Assembly Secretariat issued a corrigendum which reads, “The words Shri Deep Kumar Khajuria, Section Officer appearing in the above referred order shall be deemed to have been deleted.”
Sources said that the GAD has sought list of all remaining employees along with qualification adding that the department has plans to keep handful of employees at Jammu & Kashmir Legislative Assembly Secretariat. They said that some employees have been transferred to Central Registry unit Civil Secretariat, Election Commission office and J&K Tribunal Court.
