JAMMU, Jan 11: Even as Modi government has been generously giving funds for Jammu and Kashmir, crores of rupees have been left unspent and are feared to lapse in the coming months due to the allegedly “poor state of administrative affairs” in the Union Territory.
Sources said more than fifty percent of the funds lie unspent for the target period of the current fiscal, which concludes in March.
The Jammu region is believed to be worst-hit with such funds lying unspent in majority of districts including the winter capital or the City of Temples.
Sources said the absence of adequate powers vested in the District Development Councils and failure in the timely conduct for elections in the standing committees that would have financial powers for utilization of funds have been the major reason for the “financial laziness” on the part of the administration.
Sources said the creation of “red-tapist norms” that allegedly hinder smooth flow of money in the government are responsible for the “administrative mess.”
A top source in the Finance department told the Early Times that more than fifty percent of the “Capex funding” running into crores of rupees could lapse for the Jammu province as only two more months are left for the fiscal to conclude.
If the official, who spoke on the condition of anonymity, is to be believed, developmental activities in Jammu city will also remain badly affected.
“What needs to be understood is that there was no shortage of funds from the side of the Modi government but that the incompetence of the administration in J&K, especially the alleged arrogance of some officials, will make Jammu suffer the most. This is typical case of the incompetence of those at the helm,” the sources said.
“Such a poor state of administrative affairs was never witnessed in the past because the elected representatives, especially MLAs would ensure that the funds don’t lapse but get utilized,” the official said.
It was reliably learnt that the Civil Secretariat officials have informed the Lieutenant Governor Manoj Sinha about the issue.
When contacted a senior official said the matter has been discussed threadbare and that the orders were being issued for the timely utilization of the funds of the welfare of the people.
He however downplayed that quantum of funds that have remained unspent saying "some funds remained unspent in particular sectors."
