Administration v/s employees at KU as anarchy worsens | Teachers, employees seek Raj Bhawan's intervention to 'save institution from drowning' | | Early Times Report
Jammu, Feb 23: A full blown conflict has broken out at the University of Kashmir between the administration and employees as academic and administrative anarchy on the campus touched new low under the present regime in the university. On Monday, Kashmir University Ministerial Staff Association (KUMSA) comprising nearly 3000 employees went public with a press statement alleging financial irregularities, malfunctioning and violation of norms in recruitment processes in the university and sought Chancellor’s urgent intervention in “saving the institution from drowning.” The University administration, on the other hand, hit back at the KUMSA, calling some of its members as “unscrupulous elements” who are “using pressure tactics for fulfillment of their illegitimate demands.” The two-page press statement of KUMSA, copy of which is with Early Times, said the payment related to construction being carried out in the university worth millions are being released without any check and hindrance and expenditure met at private hospitals and medical reimbursement of cases related to faculty and officers is being entertained and accepted without any referral. “However, in case of non-teaching staff, such cases are outrightly rejected without any verification,” the statement read, alleging that the present administrative set up in the university was “weakest one in its history.” The KUMSA also said the process of examinations related to gazetted positions (of Assistant Registrar) despite the expiry of life of the advertisement, as per university statutes, was being carried on without any fear. The university authorities, however, issued a detailed counter-statement through its spokesperson, warning the KUMSA members of strict action under University Act provisions and Civil Service (Conduct) Rules if they “attempt to tarnish the image of the University.” The University authorities refuted KUMSA allegations as baseless and said they have “made a firm resolve not to succumb to such pressure tactics of any employee/association” and not “concede to any illegitimate/undue demands.” Senior KU teachers and officers, who spoke to Early Times, said it was for the first time in the history of Kashmir University that the administration and employees have gone public to wash the dirty linen, indicating how administrative anarchy has touched new heights in the university under the present regime led by Vice Chancellor Prof Talat Ahmad and Registrar Dr Nisar A Mir, who is incidentally an applicant for the post of VC amid allegations of malfunctioning under this regime. Pertinently, Raj Bhawan has replaced Dr Nisar as Member Secretary of the Search Committee for VC after it surfaced that he was an applicant for the post of VC despite having attended some meetings initially with the Search Commitee. Dr Farooq Ahmad Mir of Physics Department replaced him as the Member Secretary after Raj Bhawan issued the necessary directions in this regard. Sources said the Chancellor’s office has taken a very serious note of the academic and administrative mess in the university and is contemplating to position a non-varsity VC as in-charge VC of the university for the time being to “arrest this widespread anarchy.” Senior KU professors, wishing anonymity, said it would be for the first time in the history of Kashmir University that an outside university VC will be handed over the charge of In-Charge VC because of the follies of the present university administration. Senior professors alleged that KUTA has maintained complete silence in the matter. Allegations of corruption, nepotism and favouritism have plagued the university, much to the distress of students and research scholars who are made to suffer due to this administrative anarchy, especially at a time when Raj Bhawan has launched a hunt to find the new VC for the University. The Search Committee for the VC is presently in the process of shortlisting candidates for interaction with the Committee and finally recommend a few names to the Chancellor, LG Manoj Sinha, for selecting the final candidate. Teachers have demanded expediting the process of VC selection to put an end to uncertainty and chaos in the University, where students and staff are suffering in between for none of their faults. |
