1481 employees appointed, regularized illegally in ULB Kashmir | MC Baramulla tops the list! | | Early Times Report
Srinagar, Apr 19: 1481 ULB employees appointed and regularized illegally since 2001, a committee tasked to probe illegal appointments and regularization of services in Urban Local Bodies Kashmir has found. According to official documents available with Early Times, the Committee was constituted by J&K Government vide order No. 103 JK (HUD) of 2021 dated 17-07-2021. The committee held a series of meetings to check the official documents. After the perusal of records including pay rolls etc, the committee has found that about 1481 appointments and regularizations have been made in violation of rules. The probe committee in its finding states that till 2008, there were no service recruitment rules framed by the government to govern the service cadre of the Urban Local Bodies Kashmir. It has also found that the appointments and regularization in the department prior to enactment of J&K Municipal Act 2000 were affected in accordance with the provisions of SRO 528 dated 21/10/1974 and has also continued in certain Municipal Committee/Councils even after the enactment of the Municipal Act. The Probe Committee in its final report says that Crime Branch Kashmir has registered an FIR in 2011 to investigate the matter, however a final report from the investigating agency is awaited. Committee has recommended stern action against the officers who have appointed or regularized the services of these employees in violation of norms. According to figures available with ET, the highest number of such employees is in the Municipal Committee Baramulla. 147 employees have been appointed or regularized in violation of norms at MC Baramulla while just one employee has been either appointed or regularized in violation of norms at MC Yaripora in South Kashmir. |
