Deputationist SO elevated as Assistant Registrar
Blue eyed monopolize SMVDU

Jammu, Sept 23:
In yet another brazen breach of service rules, the Shri Mata Vasihno Devi University (SMVDU) Katra has elevated blue eyed deputationist Section Officer (Legal) as Assistant Registrar (Legal).
Documents in the possession of Early Times divulged that Rajesh Kumar Sharma was appointed as Section Officer (Legal) in year 2009 while keeping his lien in parent department J&K Minerals Limited.
"He was on deputation for period of three years and his term was to expire on June 2012, meanwhile he was elevated as AR (Legal) in an allegedly mock interview conducted by the University", the documents divulge.
Sources at University said that in the absence of any permission for continuing his lien in University, the authorities of SMVDU allowed to retain his present post where he was drawing his pay, allowance and perks.
"To make it more specific that SMVDU had been contributing towards Contributory Provident Fund (CPF) @ 8.33 percent of the salary for the months of July 2012 to October 2012 in respect of all employees , where as he had succeeded in getting CPF @ 12 percent for above mentioned period of four months", the sources alleged.
"Not only had the authorities not taken any care of stopping his illegal contribution from the University towards his CMPF (Pension), an increment of Rs 160 per month CMPF (Pension) in the absence of any legal order was also given to the deputationist", they added.
Official documents further divulged that when post of AR was advertised, the deputationist was under lien period from his parent department. "The post of AR (Legal) in SMVDU was advertised vide advt. no. SMVDU/Adm/Estt./11/169 dated April 26, 2011. He (Rajesh Kumar Sharma) who was on lien period and working as Section Officer (Legal) had also applied for the same", the documents divulged, adding that he had not produced No Objection Certificate (NOC) from his parent department while applying for the post of Assistant Registrar (Legal).
The information furnished under RTI act reads, "Rajesh Sharma applied for the post of Assistant Registrar (Legal) while working as Section Officer (Legal) at SMVDU for which a separate NOC from his parent department was not essential since his application for the post of AR (Legal) was forwarded through proper channel by then Registrar (Officiating)".
However, the claim made by university was not in accordance with J&K Public Servants Classification and Control Rules of 1956 read with CSR and other relevant Law and Rules.
