3 Govt deptts withdraw payment for construction of same road at Warwan | | | Asif Iqbal Naik
Kishtwar, July 25: Three government wings -- Rural Development Department (RDD), Roads & Building (R&B) Department and PMGSY - have withdrawn payments of lakhs of rupees for the construction of same roads in Warwan area of Kishtwar falling under PWD(R&B) special sub-division, Marwah, according to information received through RTI. The applications were filed by the RTI activist separately with the three departments. In reply, it was agreed that two roads viz Guzar to village Basmina (11 km & Inshan to Afti (7 km) were constructed by them. The department of RDD vide letter No. BDO/W/2011/220-222 dated 5-08-2011 stated that the department has constructed the above mention roads in 1996 under EAS scheme, but the department fails to mention the actual amount spent on construction of these two roads sighting the reason that the record was destroyed in a fire in which BDO Office was gutted in September 1998. The R & B department in his reply vide No. 2308-09 dated 10-03-2011 shows expenditure of Rs 39.991 lakh by PWD department on these two roads and Rs 196.76 lacs by PMGSY on these two roads. In addition to 39.991 lakh and 196.76 lakh, Chief Engineer Jammu vide his letter No. CEJ/RTI/6102-04 dated 09-07-2011 has shown an expenditure of Rs 30 lakh by PWD during 2009-10. In nutshell, the three different government departments constructed the same roads and made triple payment withdrawls for same work. The total withdrawn amount comes around Rs 266.751.The RTI application was filed by Abdul Rashid Magrey son of Abdul Gani Magrey of Nawapachi Marwah. While talking to "Early Times", he said that even after the lapse of almost three years, the government has failed to act against the corrupt officials involved in embezzlement of government exchequer. He said that the interesting aspect of tale of corruption is that; same officers were posted in RDD department when these roads were initially constructed and later same officers were transferred in R & B department where they again withdrew the amount on the name of construction of these two roads followed by their transfer in PMGSY department where again they adopted the similar mode to embezzle the government exchequer. The applicant said he had decided to approach Vigilance Organization and Crime Branch with the hope of a probe into the matter. He said that MLC Syed Asgar Ali had also raised the issue in Legislative Council through CQ No. 469 session 2009-10 wherein the department had shown similar figures as expenditure on these two roads. |
