Attempts being made to demoralise honest bureaucrats
They have been given unimportant assignments

Jammu, Sept 13: The otherwise efficient officials, who are known for bringing transparency, delivering fast public services and checking corruption in their respective departments, are being sidelined as they have been transferred to the departments where they cannot fully utilise their abilities. Sources told Early Times that the Building and Other Construction Workers Welfare Cess Act, was introduced in Jammu and Kashmir in 2008 and accordingly Jammu and Kashmir Building and Other Construction Welfare Board was established in 2011 after framing rules and Syed Muried Hussain Shah was appointed its first Chief Executive Officer/Secretary who with his vision and farsightedness set up smooth and efficient system within a short span of time. He was recently transferred under Government Order No.990-GAD of 2014 Dated: 04.09.2014 as Chief Executive Officer, Tourism Development Authority, Zanskar. "Shah has achievements to his credit for creating transparent system in disbursement of payment of various cases related to marriage, death, Higher Education, Health etc. and updating all these cases and the status of other case details under process on it official websitehttp://www.jkbocwwb.org/" whereas in case of other departments there is no transparency as their websites are not updated, they said.
The board has a whopping Rs 400 crore at its disposal for the welfare of construction labourers. Chief Minister Omar Abdullah had himself lauded the efforts of CEO for bringing efficient functioning in the Board and most updated website where anyone can get latest details of their cases, sources said adding that service delivery system of Jammu and Kashmir Building and Other Construction Welfare Board is No 1 in the country as compared to other boards. If sources are to be believed, the incumbent Assistant Labour Commission Jammu is going to face same treatment as Syed Muried Hussain Shah was treated. "ALC showed his calibre by speedy disposal of various cases, he delivered 150 legal judgments in just last eight months which is an achievement in itself", they said. "The services of such officials can be prove to be a boon who have vision to bring transparency in public departments and their capabilities can be utilized in other departments where whole system is in chaotic situation and corruption is deep rooted which is directly concerned with the general masses like Revenue, Regional Transport Office, CAPD etc but instead of rewarding them, they have been punished by transferring them to remote and less important departments which disheartens and discourages them," sources felt. The Provident Fund Department which is alleged to be in a total mess as whole work is being done manually and people working in industries and other public sectors have been facing problems to get their PF and such officials should be appointed there to streamline the system, sources said.
