GoI likely to entrust rehabilitation package to reputed institutions | | | Bashir Assad
Srinagar, Oct 10: Owing to trust deficit between the political dispensation of the flood ravaged Jammu and Kashmir and the central government, the latter has finally decided to bring in reputed financial institutions for direct investment to rebuild the infrastructure. Early Times had earlier reported that the Modi led central government was not ready to handover special rehabilitation package to the state government because of the perception that the political leadership of the state will siphoned off the money meant for rebuilding the infrastructure that has been extensively damaged by the devastating floods that hit the state last month. Confirming this, a senior National Conference leader and cabinet colleague of chief minister, Omar Abdullah said that NDA government was delaying release of rehabilitation package for the reasons best known to them. "We also fail to understand as why the central government has not even released the already announced initial package of Rs. 10000 crore" said the minister. He, however, quickly added that on many issues NC and BJP were on the same page and that there was no trust deficit between them. This correspondent learned from the reliable sources that though the BJP at centre want to have some working relationship with NC but at the same time they have second thoughts on handing over the rehabilitation package to the Omar government on the assumptions that most of it will go into few pockets. Sources said the central government has now decided rebuild the state through reliable institutions like World Bank and Asian Development Bank while asking them to relax their guidelines for investment. However, NC veteran and Finance Minister while refuting these reports said the state government was yet to submit the memorandum to the central government for special package. "It was premature to blame them (central government) for not helping the state. We are finalizing the memorandum which has been roughly worked out as Rs.100000 crore" Ab. Rahim Rather said. He said the memorandum may probably finalized and approved today itself by the state cabinet. Rather said that the government was assessing the losses sector-wise and department-wise which according to him has almost been completed. He said that government's priority was to rebuild the damaged infrastructure and hopes that central government will help them generously in this. Structural engineers and health and hygiene specialists have warned the people of worst affected area of Rajbagh, Gogjibagh, Jawahar Nagar and Bemina not to move to their original places till June next year. Fearing epidemic due to unhygienic environment in the aftermath of devastating floods, both doctors and structural engineers are of the considered view that the displaced inhabitants of those areas which remained submerged in the flood waters for more than 15 days should avoid shifting back to their houses for minimum six months. While as doctors says the worst affected people should generally avoid return to their homes for at least six months to avoid break out of epidemic like cholera, chronic bronchitis asthmatics, structural engineers are of the considered view that the structures in areas which remained inundated for more than 15 days are not safe for human habitation. As reported earlier bad smell in emanating from these areas due to heaps of garbage lying around everywhere. The worst kind of fouls smell is emanating from decayed food items and vegetables. Tons of decayed food grains are spread all over in flood affected areas. Muck and destroyed household too is problematic. "People have suffered great loses in terms of property, now they should not compromise on health and hygiene" doctors suggest. "Loss of wealth can be compensated but health has no alternative". |
