JAMMU, Oct 10: In a brazen violation of Government ban on private practice, the 'influential' Heads of Departments (HoDs) in various units at Government Medical College and Hospital (GMCH) and its associated hospitals continue indulge in the private practice, despite receiving Non Practicing Allowance (NPA) from the Government. The private practice is officially banned at GMCH for HoDs, since January 17, 2013 who are being paid NPA monthly.
Under order No. 43-HME of 2013 dated 17.01.2013, the Health and Medical Education Department, had banned on Private Practice. "In the interest of administration and patient-care, it is hereby ordered that the Heads of the Departments in Govt. Medical Colleges and Associated Hospitals and Govt. Dental Colleges of the State shall not indulge in Private Practice henceforth", the order read.
"There being no merit in the petition, the same is accordingly dismissed along with connected CMA(s)", paragraph of judgment of, Justice Bansi Lal Bhat of dated, August 6, 2014 read.
However, official sources told that HoDs of various departments at GMCH are flouting the Government orders and indulge in private practice. "Some of these doctors are in fact using GMCH premises and facilities to treat their 'private' patients", said a doctor, GMC and added, "A senior doctor does about more than 15 recommended procedures in a day."
It has been learnt that these doctors write prescription on plain papers which don't carry their names and other details, and see patients very early in the morning to avoid any trouble.
Sources said many doctors are also running their MRI centres, CT scan and labs while recommending their patients to get their test done there and charge them heavily.
"Some doctors see patients at their private clinics and do their surgeries and tests at GMCH on the priority basis while the common people get suffer," said a medico adding that they had indirectly brought the matter into the notice of higher authorities but to no avail.
