SVO reviews progress of FIRs

Jammu, Jan 22: The State Vigilance Commission today reviewed the progress of FIR cases, Preliminary enquiries, verifications and Joint surprise checks pertaining to Poonch and Rajouri districts, being investigated & enquired by the Vigilance Organization.
The Commission observed that many cases are pending for considerably long time. The Commission in consultation with the Director Vigilance fixed time frame for completion of investigations and enquiries in a time bound manner. In the course of meeting the Commission observed that as many as 644 verifications are pending with Vigilance Organisation, out of which 502 verification are more than one year old.
In order to ensure speedy disposal of enquiries and investigations a time frame has been fixed for completion of FIR cases as one year, Trap cases as 6 months, Verifications as 2 months and Joint Surprise checks as 3 months. As decided in the meeting the time period fixed can be extended by the Director Vigilance on the request of concerned supervisory officer after considering reasons for non-completion of investigation/enquiry within a given time frame.
While reviewing the progress made in investigations the Commission observed that huge scam of purchase of fire extinguishers for various Education Institutions of Jammu province on highly exorbitant rates has surfaced. Accordingly, "SIT" headed by Gazetted officer has been constituted to ensure speedy and quality investigation into the said scam.
In terms of Rule 24 of J&K Vigilance Commission Rules, the Vigilance Organisation has to send all FIR Cases, Enquiries, Verifications, Joint surprise check outcome to the Commission for advice. The Commission has taken a serious notice of the Vigilance Organisation not observing the legal requirement in letter and spirit and has instructed the Director to ensure that all cases, enquiries etc. finalized as proved or otherwise after the enforcement of State Vigilance Commission Rules are sent to the Commission for advice.
The Review meeting was chaired by Kuldeep Khoda, Chief Vigilance Commissioner and was attended by Vigilance Commissioner, Dr. R. K. Jerth, Owais Ahmad, Director Vigilance Organization, Sh. Alok Puri, IGP (Vigilance), JL Sharma, DIG (Vigilance), Jatinder Singh, Secretary, State Vigilance Commission, Dr. Firdous Giri, Addl. Secretary, SVC, Dr. Koshal Sharma, SSP (Central), Sh. M. Y. Kichloo, SSP Poonch-Rajouri Range, Sh. Gulshan Ahmad Kaloo, DDP, Vigilance Organization, Sh. Mahesh Kumar, DDP SVC, Sh. Aejaz Ahmad, CPO SVC, and Kamaljit Singh, DSP SVC.
