JAMMU, Jan 22: Not all in Kashmir are opposed to an alliance between the PDP and the BJP, which emerged as the single and second largest parties, respectively, in the 87-member Legislative Assembly in the recently-held Assembly elections. There are some persons in the Valley who see reason and express views in a positive manner, notwithstanding the fact that they also insist that elections and Kashmir issue are two different things and that the Kashmiri sentiment has be recognized by the Indian State one day or the other. It is quite understandable. After all, these persons belong to the Valley and follow a particular religion.
On Thursday, one such person in the Valley came out with a suggestion which, according to him, if accepted, could break the one-month-long political deadlock and help the PDP and the BJP form coalition government in the state. His suggestion or formula says that if a stable government is to be formed in the state, the PDP and the BJP have to work out some common minimum programme, which is based on the principle of regional balance. Unlike others, including separatists and the Congress and the NC who oppose vehemently the idea of the PDP working with what they term as “rightwing Hindu” BJP, he has strongly supported a coalition of the PDP and the BJP. His whole approach appears quite realistic considering the nature of the 2014 mandate in the state, which is also being described by many serious watchers of J&K as a mandate for the state’s trifurcation. The PDP has won 28 seats (25 from Kashmir and three from Jammu), the BJP 25 (all from Jammu), the NC 15 (12 from Kashmir and three from Jammu) and the Congress 12 (5 from Jammu, 4 from Kashmir and 3 from Ladakh).
What the way out has he suggested? He has said: “BJP has emerged as the single largest party from Jammu region. The democratic aesthetics demands that a party enjoying commanding mandate from a specific region needs to be given due space in terms of preference for government formation. To ignore the largest party tantamount to refusal of a legitimate democratic voice. The same applies to BJP as it considers PDP. If any of the two parties attempt to overlook each other, it will prove hazardous not only for the two parties but for the political persona of the state in future. Therefore, the political wisdom rests on a fact that the two largest parties reach to an agreeable and workable common minimum programme that guarantees equitable development of all the regions coupled with cemented conviction to pay due respect to Kashmiri sentiment grounded in its historical psyche”. The only flaw in his suggestion is that he only talks about the so-called Kashmiri sentiment overlooking the fact that the people of Jammu and Ladakh too have their political aspirations.
The PDP and the BJP, it appears from the reports emanating from Delhi, Srinagar and Jammu, are fully aware of the nature of the mandate. There are reasons to believe that both the parties would be able to stitch an alliance sooner than later, even before the crucial Rajya Sabha elections, which are scheduled to be held on February 7. Both the parties are unwilling to tie with the NC and the Congress for obvious reasons. However, what is significant is that many in Kashmir have of late recognized Jammu as a political force, which cannot be overlooked or ignored any longer. In other words, they have realized that the government in the state has to be such as functions on the basis of the principle of justice and equity or which maintains regional balance. This precisely was what BJP leader and Union finance Minister Arun Jaitley has been suggesting. Jaitley has said that the state needs a government that protects the unity and integrity of the country, ensures peace and development and also ensures regional balance.
