Influential PRO's son fresh person to get 'accommodated'

JAMMU, Jan 22: With Governor NN Vohra having reaffirmed his resolve to weed out corruption, axe is likely to fall on heads in the Legislative Assembly Secretariat where corrupt practices assumed alarming proportion during the NC-Congress coalition regime. Officials at the helm not only misused position and power but indulged in corrupt practices while appointing scores of ineligible people through backdoor at the expense of eligible, deserving lot. As the Governor has given firm directions to SVO and SVC to act sternly against corruption, the case of illegal appointments on which the former has received ample complaints is likely resurface in the fresh list sought to be refurbished by him within 15 days.
Sources said the illegal appointment-corruption nexus resurfaced afresh last year when a person ineligible in all respects was appointed in the Legislative Assembly that raised many eye brows even in political circles. Only qualification of this candidate was that he happened to be the son of PRO of former Deputy Chief Minister. The high profiled PRO whose name remained embroiled in controversies was smart enough to grind his axe during the fag end of the coalition government in getting a job for his son in the Assembly Secretariat, sources said adding however, that aberration on this score is seen more on part of the Secretary Legislative Assembly who allegedly accommodated PRO's son with ease shelving all rules and throwing norms to wind. PRO's son was fresh addition to the long list of such persons appointed by the Secretary to appease political bosses and even some influential outside the power.
However, this particular case in mention was accommodated only to save his own skin by the Secretary, sources said. As complaints of discrepancies and irregularities in appointing people against various posts have piled up with anti graft organisations, this one was made purely to influence those in higher circles of power apparently to keep them in good humor, sources further said. Since this PRO wielded influence and command while working with the concerned minister, this favour was not resisted at any level or stage even by his immediate boss. This was done to circumvent any possible action into complaints and RTI applications by the aggrieved against irregularities and favouritism that ruled roost in the Assembly Secretariat, sources said.
The person so appointed is said to be having neither any qualification needed for the post nor was he taken under a proper procedure , sources further said. Such was the influence and power of this said person in the government circles that within few days he was given incentives and provided government accommodation within days of appointment in the summer capital. It takes years for any employee to get such incentives and benefits, sources added. While so many appointments have been made through backdoor during the past six years in the Legislative Assembly Secretariat, this particular case brought to light nexus of corrupt practices in which the aggrieved have sought action into such matters by the Vigilance organisation. Surprisingly, the VO had two years back given clean chit to authorities at the helm while acting upon such complaints. The reaffirmation on part of Governor in seeking details of such complaints has stirred up the still waters in the Legislative Secretariat and the axe may fall on the head with no political boss around this time around.
