Throwing norms to wind, junior medico posted as Dy CMO in Baramulla

BARAMULLA, Feb 1: Nepotism has not only polluted the system but also ruined the career of senior doctors in Health and Medical Education Department. Junior doctors are given the promotions and adhocism has strengthened its roots as well.
The adhocism in the health department in this North Kashmir district has created instability among senior medicos. Despite having no eligibility, a junior doctor has been promoted to the position of Deputy Chief Medical Officer (CMO) in the Baramulla district.
Ironically, the said doctor was posted as in-charge Block Medical Officer in the Zachaldara area of Kupwara district, before one month of his new posting as Dy CMO Baramulla.
Sources on the condition of anonymity told Early Times that Dr. Mohammad Ramzan Mir was assigned charge of Deputy Chief Medical Officer (Dy CMO) Baramulla in the month of July 2014 vide order no: 447/HME of 2014 dated 27/7/2014 issued by Health and Medical Education Department, Government of Jammu and Kashmir.
"There are senior most doctors present in the Baramulla district who are very capable and eligible for Dy CMO post, but government has posted one of the junior doctors who is not even yet permanent BMO. This move by the government is in complete violation of norms set by the department," said sources.
The appointment of Dr. Ramzan as Dy CMO has led to instability among various doctors working in the district who are very senior to him, sources revealed.
According to senior doctors and civil society members of Baramulla district, the said doctor is very close to former Health Minister, Taj Mohi-ud-Din who had a habit of supporting junior doctors, of course for some consideration.
"Various order copies of transfer and posting were issued before very near timing of implementation of Model Code of Conduct (MCC) for Lok Sabha Elections of 2014 by the pressure of the then Health and Medical Education Minister Taj Mohi-ud-Din to please his near and dear ones, while keeping rules and norms aside," sources said.
Sources said that in charge Dy CMO Baramulla was transferred from Medical Block Sheeri in Baramulla district and was posted as in charge BMO Zachaldara of Kupwara district vide order no: Esst/3/1-133/2305-08 dated 17/06/2014.
"After 25 days of this order another government order was issued vide order no: 447/HME of 2014 dated 28/07/2014 wherein he was posted as Dy CMO Baramulla. The order is in complete violation of Jammu & Kashmir Health and Medical Education Gazetted Service Act," said sources.
