Upsurge in terror activities in Pakistan

explosion near the Police lines on Tuesday in Lahore, it lend further credence to reports suggesting that terrorist activities were on the increase in Pakistan.Terrorist activities were on the increase not only in Pakistan but in Afghanistan too where the Taliban killed 22 people.The explosion took place near the main gate of Police Lines in Lahore's Qila Gujjar Singh area and according to preliminary reports, it took place in a vehicle parked in the area.Huge plumes of smoke were visible in the air in the heavily populated area which was quickly cordoned off by security personnel.Several vehicles parked near the site of the blast caught fire and window panes in nearby buildings were also shattered.It seemed that the explosion was a suicide blast.
Initial investigation revealed that ball bearings were used in the bomb.The target of the attack was the Police Lines but the security measures forced the bomber to detonate his explosives prematurely.Eye-witnesses said gunshots were heard from inside the Police Lines, however security personnel have said that the shots were only fired by members of the law enforcement agencies after the blast.
Emergency was imposed in hospitals across Lahore and injured were being shifted to the Mayo and Ganga Ram hospitals in the provincial capital.The site of the explosion lies close to the headquarter of Pakistan Railways. Tuesday's explosion comes nearly three months after a massive bombing near the Wagah border claimed over 60 lives in Lahore. The bombing at Wagah was followed by the terrorist attack on Peshawar's Army Public School in December which claimed over 140 lives - with most of the victims being children and students at the institution.The Dec 16 attack resulted in the formulation of a National Action Plan to counter terrorism which also saw a parliamentary consensus on the formation of military courts in the country as well as renewed resolve to counter religious extremism by cracking down on terror financing and regulating madrassas. The government also rolled back the moratorium on capital punishment following which a number of convicted terrorists have been hanged in jails across the country.. Yes, there is no doubt that the establishment in Islamabad has given a green signal to the Army to intensify their counter insurgency operations which includes speedy decision to the future of those terrorists who are in jails and were involved in various crimes.Several of such terrorists have been executed in Pakistan during the last over one month. Notwithstanding these measures there is no let up in the activities of terrorists.In fact new groups of terrorists have started surfacing in various areas of Pakistan.
They do so with open support from the extremists and fundamentalists.These extremists keep on receiving financial support from rich businessmen in Pakistan and those agencies and individuals that have thriving business interests in the Gulf countries. Reports do indicate that Pakistani Army's focus is on Waziristan and its adjoining areas where during the last over four months military operations are being carried out against terrorists.Though scores of terrorists,most of them being of the Taliban brand,have been killed the entire belt on Pak-Afghan border continues to be a safe sanctuary for terrorists. The result of military operations against terrorists in the area on Pak-Afghan border had forced terrorists to flee to other areas and the result is series of explosions and gun attacks on security pickets,schools and vital Government installations.
Those who doubt the sincerity of the Pakistan Army in launching a sustained and result oriented operations against the terrorists argue that had the Army been determined to end the menace of terror it would have achieved success by now.The problem with the Army is that it is divided as far as its counter insurgency operations are concerned.
A section of the Army provides covert support to terrorists on the plea that these very terrorists could keep India and its establishment in Jammu and Kashmir on the tenterhook forcing New Delhi to resume channels of dilaogue for settling the Kashmir issue.This way the Nawaz Sharif led Government in Islamabad and a major section of the Army are keen to needle India which deprives it of its capacity to meet any challenge from the terrorists.
It is the time Islamabad responded to New Delhi's bid for promoting cordial ties between India and Pakistan and once it was done India too could help Pakistan to fighting the menace of terror.If Pakistan believes that it can create problems for India by using the soil of Pakistan for exporting terror to India it is mistaken which is reflected in the rise of terrorist activities in Pakistan during the last 30 years.
