Early Times Report

JAMMU, Feb 18: Pakistan Prime Minister Nawaz Sharif on Tuesday once again stated that the Kashmir conflict should be resolved in light of UN resolutions. He demanded implementation of the UN resolutions on Jammu & Kashmir during his meeting with a parliamentary delegation comprising members of the European Union (EU) in Islamabad. The delegation consisted of Ambassador and Head of Delegation of the EU to Pakistan Lars-Gunnar Wigemark, Chief EU Observer Michael Gahler, Sajjad Karim, Richard Howitt and Jean Lambert.
During the meeting Sharif said that Jammu & Kashmir was at the heart of hostility between Pakistan and India and was the cause of two of their three wars since independence from Britain in 1947. "On Jan 5, 1949, the United Nations Commission for India and Pakistan's resolution stated that the question of the accession of the State of Jammu & Kashmir to India or Pakistan would be decided through a free and impartial plebiscite. But the Indian Government has been opposed to a referendum, excusing itself by saying that the irregularities in Kashmir must be eradicated before carrying out any referendum," he also told the visiting EU delegation.
Sharif didn't present a true picture of facts before the delegation whose members were blissfully ignorant about what the UN resolutions talk about in unambiguous terms. He only sought to mislead them by saying what suited Islamabad. It is a fact that the UN resolutions did talk about referendum in Jammu & Kashmir to know if its people wanted to remain with India or wanted to join Pakistan. They didn't envisage third option - independence. But more than that, the August 13, 1948 resolution, which implicitly recognized the Indian sovereignty over Jammu & Kashmir as it existed on August 15, 1947, said that the plebiscite would be organized in the whole of the state once Pakistan vacated the illegally occupied areas of the so-called Azad Kashmir and Gilgit-Baltistan - parts of the princely State of Jammu & Kashmir - and peace was restored in the state. Pakistan had occupied these territories of Jammu & Kashmir after waging war. Besides, the UN resolution didn't talk about a referendum region-wise or district-wise. Not only this, the August 13, 1948 UN resolution had said that the Indian troops would maintain law and order in the areas to be vacated by Pakistan - a condition which must call the Pakistani bluff and establish that the Pakistani insistence on UN resolutions on Jammu & Kashmir is untenable.Sharif and others of his ilk cannot befool the international community through their misinformation campaign. Jammu & Kashmir, where an overwhelming majority of people is religiously committed to India and has been fighting for the national cause in the state since 1947, is an integral part of India.
The Indian Parliament has not once but a number of times reiterated that Jammu & Kashmir is and shall ever remain an integral part of India and that the only issue which still remains unresolved between the countries is the political future of the PoJK and Gilgit-Baltistan. Not just this, the Constitution of India and the Jammu & Kashmir Constitution also say in unequivocal terms that Jammu & Kashmir is an integral part of India. It is pertinent to mention here that it is Pakistan which has violated the UN resolution not only by not quitting PoJK and Gilgit-Baltian but also by ceding a part of the state territories in the Gilgit-Baltistan region to China, as also by virtually merging this region with Pakistan. The UN General assembly and the UN Security Council ar fully aware of all these facts, as also of the fact that it is Pakistan that has not respected the UN resolutions and that's the reason the UN Secretary general not once but umpteen times stated that the UN resolutions on Jammu & Kashmir have become obsolete. If Islamabad wants the implementation of the UN resolutions, It must first quit PoJK and Gilgit-Baltistan and take back from China the area it unlawfully ceded to China.
Sharif should remember that the Indian nation has made supreme sacrifices during all these years of the state's accession with India and it is the resolve of the Indian nation to take back from Pakistan all the illegally-occupied areas. The sooner the Pakistani civil and military establishments recognize these facts, the better it would be for them. Not to do so or to continue to bleed India would be only to provoke the Indian nation to create one more Bangladesh out of Pakistan, a rogue state, an unnatural formation.
