Re-assessment of flood damaged structures, a cruel joke with aggrieved people

Jammu, Feb 18: The authorities continue to play truant with the flood affected people of the Kashmir valley more so with those who have complained of improper assessment of their damaged structures.
Sources told Early Times that there is no record of the applications moved by the flood affected people with respect to the reassessment of their damaged structures. With no record being maintained the assessment teams comprising of officials from different departments take it easy when it comes to reassessment of damaged structures.
"Whenever any application is moved, it has to be properly entered and then dispatched but with a proper dispatch number. No such formality is followed with regard to the applications moved by the flood affected people for reassessment of their damaged structures. There is no record of such applications and as such the desired results are not achieved," said sources.
Sources said that officials of revenue department in most of the cases feel they are not bound to take action on the applications seeking for the reassessment of the damaged structures. In this way the aggrieved people feel ditched since they have to run from pillar to post to get their grievances noticed with no or very little action being taken at the end of the day.
It would be in place to mention here that residents of different localities were seen at loggerheads with respect to assessment of damaged structures and the compensation sanctioned to them. Infighting was noticed among the residents of a locality when cheques of varying amount were distributed among them despite the nature of loss being almost the same.
"Large scale discrepancies got noticed while the assessment of damaged structures was done after the flood. Following this the aggrieved people were asked to move the application so that the reassessment could be done. Scores of people followed suit and moved application but of no use since there was no perusal of applications," said sources.
Sources claimed that most of the applications seeking reassessment of the damaged structures are being dumped in dust bins of offices of deputy commissioners of different districts. This they said is equivalent to playing a cruel joke with the people who lost everything in the ravaging and devastating flood of September 2014.
"The authorities are adding insult to the injury of the flood affected people by asking them to move application for reassessment and then doing nothing to satisfy them. This has been going for months now and so for the people at helm have failed to come to the expectations of the suffering masses," said sources.
Sources said that there are very few cases where the reassessment has been done and fresh cheques were issued among the aggrieved after cancelling the earlier ones. They say that percentage of such cases is very low with the majority of the cases eating dust in the dustbins.
