PDP candidates file nominations for LC polls

Jammu, Feb18: Six Peoples Democratic Party (PDP) candidates today filed papers for the legislative council elections in Jammu and Kashmir.
Accompanied by legislators and senior party functionaries the PDP candidates filed the nomination papers for six out of eleven seats to the Upper House for which the notification was issued by the ECI.Those who filed the nomination are Surinder Choudhary and Firdous Tak for Jammu seats, Anayat Ali for reserved seat of Kargil and Javed Ahmed Mirchal, Saif-ud-Din Bhat and Yasir Reshi for Kashmir province seats.
After fighting the Rajya Sabha elections jointly, the PDP and the Bharatiya Janata Party, which are in talks to form a government, are also fighting the elections for the 11 legislative council seats jointly. The 87-member state legislative assembly forms the Electoral College for the state legislative council which is the upper house of the bicameral legislature in the state.
To give the PDP-BJP combine a fight in these elections, the National Conference (NC) and the Congress have also joined hands.The Congress has decided it would not field candidates in these elections and would instead support those fielded by the NC.The PDP has 28, the BJP 25, the NC 15 and the Congress 12 members in the assembly, while there are seven independent members.The five BJP candidates for these elections are likely to file papers in a day or two. Voting will be held at the state legislature complex here March 2. Meanwhile talks between the PDP and BJP over government formation have reached near-final stage and may pave way for J&K to have a government by next week. Results of the assembly elections were out on December 23 last year. PDP patron Mufti Mohammad Sayeed is himself monitoring the talks while sitting in Mumbai while as the party President Mehbooba Mufti is stationed in New Delhi were sixteenth round of talks took place on Wednesday."There is visible progress in talks between the two parties and all the contentious issues about the Common Minimum Programme (CMP) have been almost resolved," they said. "If everything remained alright the CMP may be made public a day before the swearing in ceremony," they said. BJP is looking for an "auspicious day" for the occasion, sources said, adding "It may be on any day between February 22 to 24."Meanwhile Mufti has called the proposed coalition with the saffron party as "a paradigm shift" for BJP but "a historical opportunity" for his party. In an interview to the Times of India, Mufti said, "For me, it's not a dilemma, it's an opportunity."Mufti said, "If it (PDP-BJP coalition) doesn't happen, the country loses a chance and we lose a chance to leave something for history."Talking about the sticking points Mufti said, "Article 370 is fundamental. Abrogation of Article 370 would not be legal because it is the legal basis of Kashmir's accession to India. If you remove Article 370, you remove accession and India doesn't have a de jure connection with Kashmir."Talking about the reasons of long time taken in the government formation Mufti said, "I didn't get a mandate like Kejriwal.
I got a fractured mandate…….. Let the negotiations carry on because we must have a mutually agreed CMP.PDP wanted New Delhi reconciliation with Pakistan, engagement with Hurriyat Conference and security of Article 370, Repeal or amendment in the Armed Forces Special Powers Act (AFSPA) and the return of hydel plants at Dul Hasti and Sallal. Sources said that all the said issue have been included in the CMP however, after a mutual understanding on the terminology.
