| Administrative reshuffle: Seniority ignored as juniors get postings to higher positions | | Vested interests concealed Court directions from Cabinet | | Asif Iqbal Naik

jammu, Mar 15: Many a senior officers have been superseded by their juniors to manage higher and more significant postings in the maiden administrative reshuffle ordered by Mufti Government, causing heartburn and dissatisfaction amongst the KAS officers.
Reliable source informed the Early Times, that Additional Deputy Commissioner Srinagar Ghulam Mohammad Dar, who is junior most as per the seniority list both impugned as well as the tentative seniority list issued by the General Administrative Department (GAD), has been posted as Deputy Commissioner Shopian. Dar figured at serial No. 150 in the tentative seniority list much below the other officers including Petitioners like Indeerjeet, Anurada Gupta, Sameeta Sethi, Dr. Nirupa Roy, Tanveer Malik, Shokat Qazmi, Rajesh Shavan, Babu Ram etc. Even in the impugned final seniority list presently under challenge before the court, he (Dar) is again junior to most of the officers working as Additional Secretaries and Special Secretaries appointed by the Government on officiating basis.
On the contrary, G N Ittoo who was posted on officiating basis on the plea of parliamentary election as Mission Director ICDS has again been transferred and posted as Director Estate, while no such urgency was projected before the High Court for seeking the modification of stay order passed by the Court.
It is worthwhile to mention here that on one hand the government has failed to implement the Supreme Court orders to allow even officiating arrangement at the level of Special Scale strictly as per the seniority list affirmed by the Single Bench of Jammu and Kashmir High Court, on the other hand the government has posted junior officers concealing the Court orders from the Cabinet, in an obvious attempt to benefit certain blue eyed officers.
In yet another breach, Ravinder Kumar Butt from Revenue Gazzated Services who was appointed as Tehsildar in the year 1999 vide government order No. 789-GAD of 1999 Dated 12-7-1999 is much below the other petitioners like Indeerjeet Baghat, Mohammad Rafi and Rajesh Shavan at serial No. 10 of the said order is obviously below them in the tentative seniority list of KAS too issued by the government vide No. 485-GAD of 2010 dated 21-04-2010 figuring at serial No. 130, but has been posted as Deputy Commissioner Kulgam ahead of others who are still Additional Deputy Commissioners.
The sources further informed that some vested interest are propagating the lobby and quoting the impunged seniority list to favour their blue eyed and in other cases, projecting the need to seek deputationists on the plea of ex carders to manage HOD postings. The live examples are that of Tufail Mattoo who is an engineer and even not confirmed as Executive Engineer, but is posted as Municipal Commissioner Srinagar. He (Tufail Mattoo) managed the HOD posting in previous NC-Congress regime as Managing Director Cable Corporation.
The major surprise of reshuffle is posting of Dr. Pawan Kotwal as Divisional Commissioner Jammu which is said not to be at par with his seniority as he severed on the same post for almost three years, several years back.
The above mentioned facts could be better judged from the order of transfers issued by the GAD today vide order No. 364-GAD of 2015, dated 15-03-2015 wherein a condition has been imposed that the posting of Tariq Ahmed Zarger and Mr. Ghulam Mohammad Dar will not confer any preferential treatment for their promotion, which is just to cover up the court directive. However such type of policy is detrimental to the government functioning as the right of the deserving is being snatched and the honest and upright are made to suffer.
Reliable sources stated that the matter which is already fixed before the High Court on 18th of March 2015 for initiation of contempt proceedings may create embarrassing situation to the new government. |
