Stop playing ducks and drakes with security in Kashmir

Is Kashmir returning to the summer of 2010
when the valley was rocked and rattled by a
five-month long strife in which 120 people were killed in calashes between the security forces and the protesters ?Then violence had been triggered when the separatists called for shutdowns and for staging protest rallies against the killing of a boy in firing opened by the security forces.At that stage the dreaded separatist,Masarat Alam,was seen inciting people to violence.And for over four years Masarat Alam had to remain in prison on various charges connected with the summer 2010 incidents of violence.And this time too the old story is getting repeated.The trouble had started with the killing of a boy in Tral in the firing opened by the Army.In one case the people alleged that the boy had been killed in custody when the security and intelligence agencies have stated that the boy being a brother of Hizbul Mujahideen militant,had links with militants.Added to the Tral incident was Saturday's killing of a 16-year old student in the outskirts of Srinagar in firing opened by the CRPF on protesters demonstrating against the Tral killings and against the arrest of Masarat Alam There were sporadic protests at several places on Saturday over the re-arrest of separatist leader Masarat Alam and killing of another youth in Tral in south Kashmir.The security forces had to open fire on the protesters, who pelted stones on the security forces, killing Suhail Ahmad Sofi, a class X student and wounding two others."Preliminary enquiry conducted into the matter indicated that the forces deployed acted in violation of the laid down SOP,"according to the police. It is yet to be ascertained whether the CRPF had violated the SOP or had to open fire when the security personnel had come under serious threat from the stone pelting protestersTwo cops have been arrested and a magisterial enquiry ordered..Whatever may be the outcome of a proper probe peoples' tempers stand to have been incited.Though over four years have elapsed when the valley was rocked by five-month long spell of clashes,shutdowns and violence still the scars of those events and incidents have not been erased.And the separatists have added new dimensions to the already fluid political and security scenario in the valley.One may treat protests against killing of a boy in Tral to be genuine but there cannot be any justification for the display of pro-Pakistan sentiments when large crowds,that had gathered to greet Syed Ali Shah Geelani on his arrival from New Delhi,waved Pakistani flags and raised pro-Pakistan and anti-India slogans. All this was being engineered by Masarat Alam.And if Alam has been rearrested no Government can be blamed for this.Had groups of people displayed pro-India sentiments and waved Indian flags on the soil of Pakistan the security forces in Pakistan would have indulged in mayhem killing most of the pro-India protesters.Here Masarat Alam was arrested and several other separatists were placed under the house arrest to foil their proposed march to Tral.The state Government is seen playing ducks and drakes with the security situation which has remained always in peril.If senior separatists were placed under house arrest to prevent them from leading a march to Tral why was not Kashmir Mirwaiz and Chairman Hurriyat Conference,Molvi Umar Farooq, kept under house arrest ?And as a free man he was able to lead protesters demonstrating against Tral killing and against rearrest of Masarat Alam and more than 24 people,including security personnel were injured in clashes between the protesters and security forces in interior of Srinagar.It seems that the separatists have tried to take undue advantage of the policy of liberalism being followed by Chief Minister,Mufti Mohd.Sayeed.SinceMarch 1,when he took over as Chief Minister,Mufti Sayeed has not taken any step which could have provoked the separatists.In fact he had given credit to Pakistan,separatists and militants for having allowed incident free Assembly election in Jammu and Kashmir. It may not be easy for the Mufti led Government to prevent the summer events of 2010 from getting repeated in Kashmir.And it is mandatory for the state unit of the BJP and the central Government to support Mufti sayeed in his task of restoring political and security stability in Kashmir.
