Rakh-e-Arth residents up in arms against government, want proper facilities

SRINAGAR, May 6: Dal dwellers rehabilitated in the Rakh-e-Arth Bemina are in mental agony as they are finding it hard to restart the process of daily life following the devastation of 2014 flood which coupled with the alleged government apathy has made their lives miserable.
In the last year's flood most of the structures were severely damaged in the colony. The state government paid highest compensation upto Rs. 3,800.00 to affected families. Houses belonging to Altaf Hussain Bala, Mushtaq Ahmad Bala, Ghulam Mohi-ud-din Guchi and Mohammad Altaf Bhat have been the worst hit.
After assessing the condition of Altaf's house it was declared that his house is unsafe and his family was provided a tent for temporary shelter. Altaf's family is still living in the tent as they fear their house can collapse anytime.
Altaf and Guchi's houses are adjacent to each other and interestingly the houses are tilted to each other as they are seemingly colliding with each other. Likewise the houses of Altaf Bala and Mushtaq Bala have developed cracks almost in every room to such extent that one can easily peek through the cracks from inside to outside.
"I toiled for many years and saved money by pennies and after that I have been able to construct the house. My dreams were shattered when the cracks developed in my house as the repair work is out of my budget," said Altaf.
Local people allege that the damage to the structures was not caused by the 2014 floods alone but the main causes behind the destruction are negligent planning of Lakes and Waterways Development Authority (LAWDA) and other government authorities as the area is marshy that was used as a flood channel in case of floods. Secondly LAWDA did earth filling to nominal level that is not sufficient for concrete constructions even of one storey.
Locals further added that whenever any heavy vehicle passed over the land its tyres left marks deep in the earth which indicates that how dangerous is the area for residential purposes.
The colony was allotted to the dal dwellers in 2009 at that time it was no different from Dal but authorities had gave written and verbal assurance that the colony would be developed as Model Posh Colony at war foot basis. Since then six years have passed but not a single project has been brought to a considerable finishing point be it drainage system, water and electricity supply, sanitation facilities etc.
"Two children lost their lives due to the carelessness of LAWDA as the colony has been turned to a mess-up with unfinished and unplanned drainage system, drainage and other construction materials lying unattended everywhere and most of the manholes are overflowing and uncovered", said Irshad Ahmad a local youth.
The residents threatened LAWDA and other concerned authorities that if their problems and demands were not addressed in due course of time they will mass-migrate from the colony back to the Dal Lake for which LAWDA and other concerned authorities will be responsible.
