CEO Kulgam reinstates 3 illegally appointed siblings
Political scenario has changed, says his deputy

Kulgam, May 27: Chief Education Officer (CEO) Kulgam has reinstated three siblings, who had been illegally appointed in this southern district, without any direction from the higher-ups of the department.
The trio-Khurshid Ahmad Mir, Reyaz Ahmad Mir and Fahmeeda Akther-wards of former Zonal Education Officer Abdul Hamid Mir were appointed in the Education department allegedly on fake documents.
In a letter to Secretary School Education, former Social Welfare Minister Sakeena Itoo had demanded a through probe into the allegations. Subsequenlty, the siblings were suspended on July 27, 2014 vide order No./CEO/K/IMW/1985-88/14 and CEO/K/IMW/1989-93/14 and an enquiry was ordered into the allegation of fake appointments.
A three-member probe panel asked the trio to reproduce original documents of their qualification, but Khurshid Ahmad Mir, one among the appointees, failed to furnish his engagement order as migrant substitute teacher, according to documents with Early Times.
The siblings later moved High Court and sought directions for releasing salary under Civil Services Rules (CSR).
However, on February 23 this year, CEO Kulgam reinstated the trio instead of contesting the case in High Court and filling the objections.
"In view of the recommendations of Deputy Chief Education Officer Kulgam, teachers namely Reyaz Ahmad Mir, regularized ReT MS Bougam D H pora, Fahmeeda Akther, teacher MS Souch, Khurshid Ahmad Mir, teacher MS D H Pora, who were placed under suspension are hereby reinstated with immediate effect, subject to the condition that they will withdraw the case from the court," reads the order.
Reyaz while talking to Early Times claimed that they have furnished all the documents before the probe penal. "We already submitted the required documents but I don't know why the department asked us to withdraw the case from the court," he said, urging this reporter not to file a story.
Official sources said that former CEO Kulgam issued the order of reinstatement of the trio. "He (CEO) along with Dy CEO and other officials are involved in the case which is the reason they issued this order and forced the fake appointees to withdraw the case from court," a senior official said.
When asked to how he recommended the reinstatement of fake appointees, Deputy Chief Education Officer Kulgam, Bashir Ahmad said, "It was just a political rivalry. Now political scenario stands changed."
However, he claimed that Direction Officer at Srinagar "swallowed" the report submitted by DC Kulgam. "I don't Know what happened to the report which DC Kulgam submitted to Direction Officer. It seems they swallowed it," he said.
CEO Kulgam assured that he will look into the matter. "As you know I recently took the charge, so I have asked concerned ZEOs to submit the record so that I could know the reality," the CEO said.
