Early Times Report

SRINAGAR, June 19: Kashmir Chamber of Commerce and Industry (KCC&I) has expressed concern over the alleged indifference of Government of India while announcing the package for the flood hit people of state. The chamber out-rightly rejected the recent package announced for the flood affected people.
The chamber has decided to appeal Government of India to allow International Donors including Kashmir Diaspora abroad to send aid to Kashmir directly to enable them to get rehabilitate the people. It said that under the circumstances the international aid is the only option left for the people of Kashmir to mitigate their sufferings.
Joint Secretary General, KCC&I, Faiz Bakshi said that a special Meeting of the Executive Committee of chamber was held under the chairmanship of its President Sheikh Ashiq Ahmad. The participants of the meeting discussed the Flood Rehabilitation Package as announced by the Central Government on June 16, 2015. "The Committee expressed deep resentment over the unjustifiable and unrealistic package as evidenced by the low amount announced in the package for the damages suffered due to September 2014 flood. It expressed shock over biased and discriminatory attitude of Central Government by applying a different yardstick to the damages suffered by the people of Kashmir when compared to the Uttarakhand," said Faiz.
The KCC&I Joint Secretary General said that under similar circumstances people of Uttarakhand were granted seven lakh rupees for a damaged house while as only one lakh fifty thousand rupees have been allowed in case of Kashmir. He said that furthermore, nothing has been announced for rehabilitation of traders, business, industry, horticulture and other sectors that suffered massive losses thus leading to an economic disaster.
"The so called package has left the people of Kashmir and business community shell shocked. It was for the first time in the history a capital city was ravaged by the flood. The loss is estimated at about Rs. 1 lakh crores by experts, Rs. 44,000 crores by the state government and Rs. 21,800 crores by the World Bank through its initial Quick Assessment Report," said Faiz.
The KCC&I Joint Secretary General said that final assessment of losses due to flood could have been done by World Bank through Global Facility for Disaster Reduction and Recovery (GFDRR) which actually could have been more than Rs. 1 lakh crores. He said that besides this the fact is that World Bank and ADB in their empirical studies have found out that the indirect and secondary cost of disaster may be more than 2 ½ times the cost of direct losses.
"In view of the inability of the state government in getting justice for its people and the Government of India's abject failure in providing relief and rehabilitation measures, the KCC&I has decided to appeal to Government of India to allow International Donors including Kashmir Diaspora abroad to send aid to the Kashmir directly to enable them to get rehabilitate the people. Under the circumstances the international aid is the only option left for the people of Kashmir to mitigate their sufferings," said Faiz.
