JAMMU, June 19: Hats off to the Kashmiri leadership and Kashmiri civil society. They are not the friends of India. They stand for a loose type of relationship between J&K and New Delhi. They are all against the Indian Constitution and Indian institutions. They have no love for the Indian Army and paramilitaries. They also stand for a regime that gives Pakistan the power to decide the state's political fate, notwithstanding the fact that the plight of their co-religionists in the illegally occupied Indian territories is miserable and pathetic. The point is that they are one like Palestinians, who are against Israel or who want to destroy Israel.
They are one not only as far as their political stand on India vis-à-vis its J&K is concerned; they are also one as far as their lust for the Indian rupees is concerned. This is statement of fact and can be easily verified.
It was on June 16 that the Union Government announced a financial package of Rs 2400 crore for the relief and rehabilitation of flood victims. The same day, PDP MP Tariq Hamid Karra trained guns on the BJP-led NDA Government and urged the party leadership to review its ties with the BJP. "The much-hyped package announced by the Centre is not only grossly inadequate but also speaks of the perceptible bias in Government of India's attitude towards Kashmir. Ironically, against the projected demand of Rs 44000 crore for relief and rehabilitation of the flood-affected infrastructure, the Government of India has after a delay of 10 months announced a paltry Rs 2400 crore," he said and added that the attitude of the Central Government seems to be 'clearly discriminatory' given the extent of financial assistance provided in similar tragic situations in Uttarakhand and even within J&K at Leh". He didn't stop just there. He further said: "The party leadership (should) 'rethink its relation' with the Bharatiya Janata Party if the Government of India continues with same prejudiced approach towards Kashmir. By playing this cruel joke, the Government of India has brought to fore its inherent bias towards Kashmiris, which has over the years aggravated the trust-deficit and alienation in the Valley".
A day later, a number of the so-called civil society members (all part of the ongoing separatist movement in Kashmir) hit out at the Peoples Democratic Party, saying it was maintaining criminal silence over this humiliating package. "It is a shame that the Government of India has released meager Rs 551 crore for rehabilitation in housing sector which, according to the state government's estimate, has suffered loss to the tune of Rs 7837 crore," said Shakeel Qalander, member of Kashmir Centre for Social and Development Studies (KCSDS). "The estimated losses incurred by various economic components were pegged at Rs 16181 crore out of which 'not a single penny has been released so far'. Our crop losses due to deluge were Rs 2700 crore while losses in horticulture, industry, tourism and other segments of economy were even huge. But so far the affected people have not been rehabilitated, barring few thousands of rupees given by state government to few traders which is not enough to repair their shops, leave aside their reconstruction," he further said.
President of Kashmir Chamber of Commerce and Industry (KCCI) Sheikh Ashiq also lambasted New Delhi. "The state economy is fast moving towards disaster as the Centre has played with miseries of Kashmiri people," he said, adding that the Rs 1600 crore rehabilitation package was an "insult to flood victims" and that "the Government of India is not sincere to resolve grievances of people of Kashmir.
Chairman of Kashmir Economic Alliance (KEA), Muhammad Yaseen Khan, too, tore into the PDP and urged it to "break its alliance with BJP for not being able to get substantial rehabilitation package from the Centre". "The PDP has no moral authority to govern people of Kashmir because it has failed to fulfill its promises made to flood victims at the time of elections. It is better for the PDP to leave the BJP and join hands with business community if they are sincere to work for the welfare of people of Kashmir," he further said, adding that all the "local MLAs of PDP should immediately resign for their failure to get substantial package from the Centre".
They not only asked the PDP to break ties with the BJP as the latter didn't meet the Kashmir's financial demands, but also in one voice asked New Delhi to return all the NHPC-managed power projects in the state to the state government, saying the presence of the NHPC (read New Delhi) in J&K was "illegal".
And on June 18, the former coalition partners, the NC and the Congress, upped their ante both against the PDP and New Delhi and demanded a bigger financial package for the flood victims in Kashmir. The National Conference asked the J&K Government to call a special assembly session for a thorough debate on "paltry rehabilitation package" announced by Government of India for flood victims. "After the announcement of relief package, Finance Minister of J&K said he was satisfied with it but another leader expressed displeasure and suggested his party to withdraw support to their alliance partner. This is match fixing and nothing else. The government humiliated the people of Kashmir instead of giving any relief. It must convene a special session of the assembly to discuss the whole issue," the NC, among other things, said.
As for the Congress, its chief Ghulam Ahmad Mir asked the Centre not to treat the people of Kashmir as beggars. "The Modi-led BJP Government is treating people of Jammu & Kashmir as beggars. The so-called package just announced by the centre is a cruel joke with the flood hit people of Kashmir. The State Government and the Central Government have added insult to the injuries of people by announcing a partly package," Mir said while addressing a day-long party convention at Shopian.
All this only serves to demonstrate the kind of unity among the Kashmiri political parties and Kashmiri civil society. Will the Jammu's political leadership and Jammu civil society learn from their Kashmiri counterparts and fight for the genuine cause of Jammu and the flood victims in the region?
