Jammu, June 19: Overlooking an order of the High Court which had restrained it from making promotions against the quota earmarked for post of AEE even on incharge and stopgap arrangement, the Power Development Department (PDD) accorded sanction to the placement of Assistant Engineers as I/C Assistant Executive Engineers. The court had issued the order in the case Abdul Gaffar Lone, ors v/s State of J&K, others in which Chief Secretary, Commissioner/Secretary to PDD and Development Commissioner PDD, Srinagar, were made respondents. The court had directed respondents not to make promotions against AEE posts meant and earmarked for AE (Diploma Holders) in terms of J&K Engineering (Gazzetted) Service rules. "Counsel for the petitioners states that respondents have devised a way to disobey the order dated 5.6.2014 by conceiving a proposal to make promotion on stop gap/incharge basis, against the quota. The respondents are directed not to make promotions against the quota earmarked for the post of AEE even on incharge and stopgap arrangement till next date before the bench," the court had said. But overlooking the court's direction, the PDD in its order No. 111-PDD of 2015 dated 11.6.2015, accorded sanction to 18 I/C AEs for placement as I/C AEEs. Mohinder Singh, Additional Secretary to PDD, told Early Times that the engineers who were placed as I/C AEEs did not come under the ambit of the court's directions. Further, he said, it is mentioned in the order that the placement shall be subject to outcome of writ petition, if any, pending before any court of law. |
