| Vypam is a self financed and an autonomous Madhya Pradesh professional Examination Board and is popularly known by its Hindi acronym ....vyapam ( vyavsayik pariksha mandal ).It is entrusted with the conducting of several tests for recruitment in government jobs and admission in educational institutions across the state
Vyapam scam surfaced is, a high profile scam that has led to the wagging of tongues of the general masses throughout the country and is providing mental pabulum for them. Any way, it is the scam in which not only the MPPEB officials but also politicians through middlemen and agents from top to bottom are involved. But as of now the intensity of the gravity of the issue has increased and it becomes indispensible to fix the responsibility up on the wrong doers and punish them out.
The scam being a fraud of admissions and recruitment of professionals makes available the incompetent and substandard officials working in different capacities, making roads, bridges , buildings , giving treatments, representing state and nation and what not ? So the state will have doctors, engineers, teachers and lawyers who will not take the nation forward but definitely will put us on a track that only leads backwards.
Here. as right thinking people will have to take into the consideration the gross injustice done to the deserving candidates who do not get their legitimate rights and surely the illegal activity of this kind has degenerated the talents and made the hard labour put by the deserving candidates to procure their just and rightful dues futile. I talked to a cross section of people about their views regarding the scam, they emphatically said that such anti human activities were because of a sharp decline in moral and spiritual values among the society and misgovernance of the concerned Government.
The Vyapam scam involved the participation of exam candidates, government officials and middle men in exchange of kick backs, the undeserving candidates were awarded higher marks. The following tricks and illegal ways were employed by those involved in the scam
Impersonation : Brilliant students or practicing doctors were paid to impersonate the exam candidates. The photographs on the admit cards were replaced with photos of impersonators and after the exam it was changed back to original. All this work was done with connivance of corrupt board employees
Copying: Undeserving candidates managed to sit strategically next to brilliant dummy candidates after greasing palms of both board officials and dummy candidates, the undeserving candidates easily copied the answer sheets or even they did write out the papers for them (undeserving candidates).
Manipulation of records and answer sheets : The undeserving candidates would leave their OMR sheets completely blank or fill up answer they were sure about. The corrupt official would give randomly high percentages marks to the undeserving candidates and in order to avoid audit objection ,the RTI requests were invited to view these answer sheets ,and fill in the answer to marks.
The papers would be leaked out to selected candidates. The scam has not been a hodge-podge network of different kinds of individuals, it was well planned and organised system of work. There were some agents who arranged clients and brilliant students to appear in the place of undeserving candidates. Middlemen made board officials to work as per planning. All this notorious work had the blessings of politicians and other concerned bureaucrats.
If we track down its inception you will be perplexed to know the harsh reality , it can be dated back to mid nineties and first FIR was lodged in 2000 until 2000 such cases were not thought to be part of well organised unit. In 2009 fresh complaints of irregularities in PMT surfaced. An activist Anand Rai filed a FIR requesting investigations on the irregularities. Consequently the chief minister setting up committee ordered a probe by state joint director of medical education and it submitted its report in 2011.It mentioned that 114 cases had passed PMT because of impersonation. In 2011 the MP Govt announced that all the students who had gained admissions would quit their courses. The investigations continued and on July 13,2015 Jagdish Sagar( kingpin) was arrested in Mumbai after having recovered a list of 317candidates from him. At that MPPE Controller not a suspect tried to protect students. He sent a letter to various departments and Deans of Medical Colleges to admit those students once they signed affidavits. On 28 Sept 2013 Trivedi (controller) was also arrested based on Jagdish Sagar's interrogation. In this the probing went as usual and lot of officials and students including Lakshikant Sharma ,ex Education Minister BJP leader who was in charge of MPPEB in his capacity as state Technical Educational Minister allegedly for his involvement in the contractual teachers and constables was arrested. Sharma claimed his innocence placing blame on his officer OP Shukla and consequently he too was arrested . By June 2015, more than 2000 people have been arrested including big sharks ,students, middlemen and agents. Something unbelievable it may sound but STF also found evidences against state governor Ram Naresh Yadav. On February 24, 2015 he was charge sheeted for criminal conspiracy in rigging the MPPEB Forest guard recruitment examination. His son was also accused in contractual teachers 'recruitment and latter found dead in mysterious circumstances in march 2015.The governor knocked at the door of the court and sought that no criminal proceeding could be held against him as the constitution of India grants him immunity while he is in the office. The Supreme Court agreed and his arrest was stayed.
The SIT chief is of the view that an action would be initiated against him after his retirement in September 2016 but people are of view that if the governor is of such stuff then what can be expected from others. People not being satisfied with the status quo and three advocates have petitioned in the supreme court for the removal of the governor and court has agreed to hear the petition.
The sad part of story was unearthed ----a number of people related to the scam and needed in the scam allegedly died in the mysterious circumstances during the course of investigation .The opposition parties and activists allege that several deaths have occurred under mysterious circumstances .In 2015 STF submitted a list to MP High Court naming 23people who are believed to have died of unnatural death. There are reports in some sections in media that about 40 deaths occurred in mysterious circumstances .The State Home Minister refuted the allegations and claimed that the deaths were natural .According to investigation teams----STF and SIT there is a list of 35 people who died of unnatural death .The main figures are---a journalist involved in covering the scam ,some deans of medical colleges who were handy in providing vital information about it .Even the whistleblowers who provide vital clues and information regarding the scam are allegedly being threatened to death.
As the malpractices were reported since 1995 and first FIR was filed in 2000. If someone at the helm of affairs is to be blamed, it is Digvijay Singh who ruled the state from 1993-2003 and after it any who can be held responsibe, it is Shiv Raj Singh Chouhan who is regarded as a clean man with an image of a man of integrity and development.
The opposition seems very desperate in finding out an issue against the government and corner it. There was demand of the opposition and the people of the civil society that the investigation should be done by CBI.
On July 7,2015 after controversy about increasing number of allegedly suspicious deaths, Chouhan informed the media that he would write to MP High court requesting or allowing the probe to be conducted by the CBI. The Supreme Court on July 9,2015 disposing of application on similar lines on the assurance of Attorney General for India that Madhya Pradesh Government had no objection if the case was transferred to CBI, as a result of it, the Supreme Court ordered to transfer the criminal cases related to the scam and also the cases of deaths allegedly linked with the scam to the CBI, country's premier investigating agency. As of now, the whole country is expecting that outcome of the enquiry will be based on truth and the criminals will be sternly dealt with.
Similar type of scam cropped up in common entrance test of 2012 in J & K's BOPEE in which question paper was leaked out and sold to the candidates. Then chairman of the board Mushtaq Ahmed Peer along with other twenty four people inclusive of middlemen and BOPEE officials were arrested. Though the proportion of the scam was not as big as Bhopal scam is. State feels grateful to the then state dispensation headed by then chief minister Omar Abdullah who rising to the occasion tackled it with political acumen and uprightness. ED identifying his assets and bank accounts attached forty lakh property earmarking it as 'Proceeds of Crime' derived from alleged corruption money of the scam. Finally on July 16, 2015 the former BOPEE chairman has been charge sheeted in the session court in connection with its money laundering probe in an alleged question paper leak scam in the state. The outcome of it will restore the faith of the public in the working of the board.
The opposition especially Congress Party has made a mind to raise the Vypam scam in the monsoon session of the parliament, that may be helpful in the fair investigation of the scam. |
