Jammu, July 26:The new administrative units we aimd at providing better governance and reach administration at the door steps of the people have turned out be non starters at most places.
After a lapse of more than a month, the newly carved teshil Gundana waits for Tehsildar, Naib Tehsildar and other staff. Rashid Mir, a resident of Gundana said that contrary to the tall claims of government about to streamlining the new administrative units, most of units were still lacking proper staff. Mir further said that in two months back government had reshuffled the administrative officer in which Teshildar Gundana was also transferred but till date his replacement has not been sent. "In absence of Teshildar, the administration of Gundana teshil was notrendered defunct. " I initially visited the Teshil where I found only one Patwari when enquired about the other administrative officials, they replied the post of Teshildar, Naib Teshildar are lying vacant and rest of patwaris are sitting in old teshil ", Mir said, adding that he was surprised by the reply of such officials. If the officers are sitting in Thatri then what's the purpose to establishing an administrative unit in Gundana. "Newly created administrative unit in Gundana creates confusion as there is nobody to facilitate issue of vital documents," he said, adding that many times people urged district administration to fill the vacant post of teshildar, Naib Teshildar but nothing has been done at the end of district administration.
"When people visit Tehsil, the present officials refer them to old teshil Doda. This drama must end now", he rued. He further said that in Teshil, a Teshildar is responsible for recovery of government dues under various acts, for preparation and maintenance of Tehsil revenue record and revenue accounts and also to control the working of Patwaris and Kanungos. "Teshildar makes an inspection of patwaris and kanungos working under him but in absence of teshildar, maximum patwaris in Chirilla do not visit said teshil, and at present incharge teshildar stays away as well," another resident said.
They urged Chief Minister Mufti Mohmmad Sayeed to fill all crucial post of teshil Gundana, so that poor people of far flung areas didn't suffer more. Repeated calls to Deputy Commissioner, Doda, Bhupinder Singh went in vain. |
