Every traffic police cop vies for posting at Lakhanpur

JAMMU, Aug 25: Almost every traffic police man, from a cop to an Inspector, wants a posting at Lakhanpur which is termed in the state police circles as a place for minting money. Thousands of vehicles, including buses, trucks and other commercial vehicles enter and leave the state from Lakhanpur, the entry point of J&K. Huge amounts are allegedly charged from their operators in lieu of the violations of traffic rules they commit and proceeds thus collected are alleged to be shared at the higher level. So much of competition is involved in getting a posting at Lakhanpur that traffic police personnel are forced to utilise the services of their political masters and mentors in the department. While the posting of Inspectors is done by IGP (traffic), that of cops is done at the SSP level. There are three zones in traffic police: city, rural and national highway. After Lakhanpur, the posting on the highway is considered to be very lucrative, according to a traffic police officer.
He said traffic cops and Inspectors "are posted at Lakhanpur in rotation for a period of three months but those, who are the men of senior police officers and politicians, are repeated several times". While there were serious allegations of senior police officers indulging in corrupt practices at Lakhanpur, anti-graft state agencies had nothing to book them by adopting clandestine methods.
The officer said to avoid apprehension at the hands of anti-graft agencies, the traffic police personnel at Lakhanpur had hired some local youth to "make collections for them from truckers and others". He said while, as per the transfer policy of the state police headquarters, police personnel "cannot spend more than three years in one wing or at one place of posting, there are some who are in traffic police for more than three years".
