Akshay Azad Early Times Report Jammu, Aug 25: The Peoples Democratic Party (PDP)-Bhartiya Janta Party (BJP) coalition Government is reportedly following the footsteps of previous coalition Government, as in the recent cabinet order a junior level Kashmir Administrative Service (KAS) officer has been made head of his senior officer. According to the seniority list available on the website of General Administrative Department (GAD), Peerzada Hafizullah Shah is on serial number 34 and posted as Additional Registrar Cooperatives. But according to Cabinet decision No. 118/09/2015, dated 21/8/2015, and Government Order No.1139-GAD of 2015, dated 21/8/2015, Mushtaq Ahmad Shah, who was earlier Deputy Commissioner Baramulla, was transferred and posted as Registrar, Cooperative Societies, J&K. Surprisingly, Mushtaq Ahmed Shah is at number 37 and is four places junior to Peerzada Hafizullah Shah, but the senior KAS officer has been made subordinate to him. "We don't know it is deliberate attempt or a mistake, that a junior KAS officer in seniority has been made head to his senior officer. Such practice was prevalent in previous dispensation and the officers had pinned high hopes on the Mufti led coalition Government but the hopes are slowly shattering", an officer said. "There are nearly two dozen IAS officers who were ignored by previous Government and were posted on least important posts but some KAS officers were posted on several important posts", an official said, adding that it was though unknown in the recent order, whether it was a deliberate attempt or an unintentional mistake. Sources further said that several KAS officers, who were promoted to IAS cadre in recent past have been spending tough days in least important institutions including Corporations, Cooperatives, or least profit earning institutions, where it becomes impossible to manage salaries of employees. |
