ULB polls not before Nov, public mood against alliance cause of delay
Both PDP, BJP getting 'adverse' political feedback from ground

Early Times Report
JAMMU, Sept 1: Notwithstanding the assertion of the alliance Government on imperatives of holding Urban Local Bodies elections in the State, the polls to this effect soon look unlikely. The Government is neither pre occupied with any other unavoidable task at hand nor is there any substantive reason to defer or delay . It is the feedback of negative 'public mood 'from the ground which both the ruling parties are getting which is delaying announcement of schedule for elections, something which is making the State lose huge funds that could change the development graph of cities. The ULB polls have now been pushed sometime around November this year, if all goes well politically.
Sources said even as a 'rosy' picture is being painted by the PDP-BJP alliance with regard to its functioning, all is certainly not well both at the level of governance as well as their individual organizational image is concerned. That popularity graph of both the parties has come down considerably is no news. The fresh angle to the story is that realization has dawned upon both PDP and BJP that people in Kashmir and Jammu region are angry and that public mood is quite against them, sources said, adding that in the case of BJP this anger was manifest for many reasons and got reflected during recent agitation for AIIMS issue. However, for PDP the grasp of the things in this direction became obvious through public meetings and rallies which the party leadership attended in some parts of Kashmir, said a highly placed source within the party.
Sources further said that the party leadership has been getting inputs from even the areas which are considered to be its strongholds that public mood is not in their favour. These rallies and meetings are in fact turning out to be the testing ground for both the alliance partners which are showing adverse results, much to their despair, sources said. The feedback and political inputs suggest that both the parties will lose badly if ULB polls are held under present environment hostile to them for many reasons. One common reason for PDP and BJP albeit in two different regions continues to be the deep sense of betrayal among the masses which went against the spirit of two ideologically opposed and poles apart parties forging alliance, sources said adding that no quantum of development or keenness for political dialogue can dilute this frame of mind among the people.
As BJP is trying hard to sell the agenda of development and PDP treading political waters very cautiously, this is not yielding any fruits nor fetching immediate gains in terms of diluting the anger of masses, sources said. Six months of Government formation, as the Government has not been able to set into motion the process related to ULB polls, it is the fear and apprehension of facing public wrath in the results which is making the Government follow dilly dally tactics, sources said. Though the Government is now eagerly waiting for Central financial package which it thinks may sway the mood in their favour, delay on this front is also proving agonizing for the ruling regime, sources further said. Under the opposition pressure, though Government sounded urgency and necessity of holding polls anytime soon, but this may not happen before November, sources added.
