Avinash Azad Jammu, Feb 4:Taking cognizance of reports carried by Early Times about irregularities and violations in allotments of plots at Sainik Colony, the Registrar Cooperative Society has constituted a task force to probe the wrongdoings. According to sources, as prima facie violations and irregularities have been established in connection with allotment and transfer of plots/shop sites to ineligible persons/non-members in violation of Byelaws and Master Plan, Registrar, Cooperative Societies has constituted a Task force for initiating surcharge proceedings Sainik Cooperative House Building Society Ltd. (SCHBS), Sainik Colony, Jammu. The Registrar Cooperative Societies, as per order 16-RCS/LS of 2016, dated February 1, 2016, has constituted Task Force headed by Anjana Tickoo, Additional Registrar, Cooperative Societies, Jammu with R.K. Thapa, Joint Registrar (Audit) Cooperative Societies, Jammu and Mukesh Thapa, Deputy Registrar, KVIB, Jammu Administrator Cooperative Public School, Deeli, Jammu its members. The Task Force shall remain in force for a period of six months, during which period it shall complete the assigned task. The progress shall be reviewed after every three months. The Registrar authorized the Task Force to initiate surcharge proceedings under section 69 of the J&K Cooperative Societies Act 1989 against those found involved in such violations and irregularities including illegal transfer and allotment of plots. The Task Force has been directed to coordinate with the management to identify and restore the land earmarked in the Master Plan for the places of public utility like hospital, school, parks, green strips and shopping complexes. A number of complaints have been received in the past since 1994 against the successive Boards of Directors and managements by the people, wherein serious allegations of irregularities in allotment and transfer of plots and shop sites to ineligible persons and non-members in violation of Byelaws, violation of Master Plan to the extent of converting the land specified for various public utilities like parks, roads, green belts into residential plots and allotting the same to members and non-members on exorbitant rates and excess payments drawn from the Society's accounts etc. Several enquiries were got conducted in the past for ascertaining the factual position and the enquiry reports confirmed the irregularities and lapses on the part of the successive managements but no concrete action was taken against the violators. The decision of the Society to establish Defence Colony at Thandi Khui, District Samba, which did not come up till date, has also been a subject matter of criticism as the management has collected huge amount of money from the intended allottees, but the land for establishing the said Colony was never acquired. When contacted, Registrar Cooperative Society, Peerzada Mushtaq Ahmad said that acting on a complaint an enquiry was ordered in July 2015. "The enquiry was conducted by Inder Jeet, Joint Registrar (Banking & Finance). The Enquiry Officer has recently submitted his report. The report has been examined thoroughly. Following which the task force is constituted", he added. |
