Jammu, Feb 4 : The interview process for nearly 1650 posts of Assistant Professor for government degree colleges, which is stalled due to ongoing controversy over the Minimum Standard Procedure (MSP) certificates for Ph.d candidates, is likely to restart after February 15. Moreover the Ph.d candidates who are without MSP certificates would not be called for interviews. Sources in Jammu and Kashmir Public Service Commission (JKPSC) informed Early Times that the interview process for Assistant professor posts was withheld by Commission, following the recalling of Minimum Standard Procedure (MSP) certificates or equivalent certificates issued by Jammu as well as Kashmir University ab-initio.
"The interviews in Mathematics, Physics and English were conducted by Commission and those Ph.D candidates, who had submitted the MSP certificates issued by Universities of Jammu as well as Kashmir were also allowed in those interviews but in the meantime both these universities recalled the certificates, creating problems for PSC authorities", an official said. He further said that the candidature of those Ph.D candidates, who were interviewed in the above mentioned subjects, has come under questioning, due to which the interviews in other subjects were also stalled.
The official further said that the JKPSC had given fifteen days time to Ph.D students for submission of MSP certificates afresh, given the recalling of MSP certificates by state universities but it has been more than one month, there was no headway in that direction.
"The entire interview process for all subjects cannot be stopped for indefinite time and the controversy must be stopped somewhere and PSC cannot wait for more days", the official said.
Secretary of JKPSC, Shakeel-Ur-Rehman said that the Commission has decided to start the interviews in several Languages subjects after February 15. "We cannot withhold the interview process for indefinite period and the controversy is to stop somewhere", he said.
He further said that the recruitment rules framed by the Jammu and Kashmir Higher Education department made the requirement of MSP as mandatory as per UGC regulations and JKPSC would not go against the recruitment rules.
"There are nearly 800 candidates who have applied on the basis of Ph.D degrees and the interviews would be held as per the recruitment rules of Higher education department, according to which, allowing candidates devoid of MSP, is illegal", he said.
Dean Research Studies of Kashmir University Prof. Javed Ahmed said that so far they have not been issuing any MSP certificates. "The representatives of Kashmir as well as Jammu University are scheduled to have a meeting with representatives of UGC in coming days and only after that meeting the decision to issue MSP certificates will be taken", he said. Dean Research Studies of Jammu University, Prof. Jigr Mohammad said that they were going to conduct a meeting, after which the decision to issue the MSP certificates to Ph.D holders would be taken.
