Will Pak accept parliamentary panel's suggestions ?
2/4/2016 11:34:19 PM
Will the establishment in Islamabad take note of the suggestion and implement the recommendations of its parliamentary panel ? Indications are that Pakistan Government may simply ignore the suggestion given by its parliamentary panel which wants the Government in Islamabad to stop providing any moral or material support to militants operating in Jammu and Kashmir. It is so because once Pakistan stops encouraging militants, operating in Jammu and Kashmir it has fears that the Kashmir issue could get dead or remain under the carpet. Islamabad, according to experts, believes that as long as militancy is alive in Jammu and Kashmir the unfinished task of Pakistan to grab Kashmir from India may not lose its steam. Islamabd believes that the international community takes notice of intermittent incidents of fidayeen attacks on vital installations in Jammu and Kashmir. The way the super powers or developed nations take notice of these disturbances indicates that these nations do feel that peace in the south Asian region is linked to the resolution of the Kashmir issue. Here Islamabad is mistaken because India is neither militarily weak nor there is any lack of support from the super powers and the developed nations which in variably criticize Pakistan sponsored terror strikes in Jammu and Kashmir in particular and in any part of India in general
A Pakistani parliamentary panel has asked the government to avoid "encouraging" support to militant groups in Kashmir and take action against outfits involved in attacks there to dispel international concerns. The National Assembly Standing Committee on Foreign Affairs yesterday issued a four-page policy paper linked to Kashmir.Pakistan should not encourage calls for active support to armed, banned, militant groups in Kashmir which create added tension between India and Pakistan having the potential of destabilizing peace in the South Asian region.India has been demanding that Pakistan act against militant groups operating from its soil. The committee, headed by ruling Pakistan Muslim League- Nawaz (PML-N) lawmaker Awais Ahmad Leghari, proposed the government to take action against "violent armed outfits" to dispel international concerns that Pakistan was not doing enough against groups involved in attacks in Kashmir. The panel suggested that Pakistan's policy towards India should be based on four key principles -- reciprocity, reduction, resumption and result. The panel has suggested to Islamabad to continue seeking comprehensive engagement with India on all outstanding issues.
In the absence of this scenario, however, the committee recommended that the government engage with India on four key issues -- Kashmir, water, trade, and culture and communication. On Kashmir, the panel recommended that Pakistan continue calling for resolution of the dispute as the core issue between the two countries. Yes,but India while appreciating the suggestions given by the Parliamentary panel of Pakistan to Islamabad feels that Kashmir is not the key issue because Kashmir is not negotiable as the instrument of Accession, signed by the last Dogra ruler,Maharaja Hari Singh, and ratified by the then tallest political leader and genuine representative of people of Kashmir, Sheikh Abdullah, has left no scope for resettling the Kashmir issue.New Delhi believes that instead of seeking fresh resolution of the Kashmir issue Islamabad should hold talks for settling the issue related to water,Sir Creek and Siachen. Let the two sides promote people to people contact and trade between Jammu and Kashmir and Pakistan occupied Kashmir. Let fundamentalists in India stop jeering visitors from Pakistan, including artists and singers, and let extremists and fundamentalists in Pakistan stop spitting venom against India. If Islamabad is sincere about promoting cordial ties with India it should, first of all, accept the recommendations and suggestions made by its Parliamentary panel on foreign affairs. Secondly, the establishment in Islamabad should initiate tough measures against fundamentalists and extremists, including Hafeez Saeed and Masood Azhar, and issue strict directions to the Army and the Rangers, deployed on the LOC and the IB,to stop assisting militants in crossing into the Indian territory, including into Jammu and Kashmir. Once it is done India will move a mile or two in embracing Pakistan like its trusted friend.
