I&FC 'diverts' Rs 17.50 lakh in bund protection work

Srinagar, Apr 23: The Irrigation and Flood Control Department has allegedly diverted funds to the tune of Rs 17.50 lakh meant for protection of bund at Doodth Ganga Nallah in Chadoora Budgam.The locals have raised serious concern over the move.
According to the inhabitants of the area, the concerned Executive Engineer Irrigation and Flood Control Narbal floated a tender for Rs 17.50 lakh as an estimate cost for protection of Bund at Narikha Chadora.
"The tender floated specifically mentioned the name of the site, where the works are to be executed.
The tenders were finalized in favour of the lowest bidder," the locals said but alleged that the concerned Executive Engineer was influenced by some hidden hand to change the site.
They accused that instead of constructing the approved bund the Executive Engineer utilized the allotted money for the nearby bund.
"We fail to understand why the deviation was made in the site selection," one of the local resident said and added that it remains to be seen as to whether the Government take cognizance or not.
He claimed that the change in the site amounts deviation in the budget/fund allocation and also amounts to change in the basic approval.
The resident stated that the funds have been diverted to the other favored site to give benefit to the other area by demolishing the interest of the residents of the site mentioned in the tender.
The executive engineer when contacted said he has no knowledge in this regard; however the AEE of the concerned area admitted that they have constructed the bund in the area but was quick to add that the work will start soon at the allotted spot.
Cheif engineer said that he will look into the matter.
They residents demanded an impartial enquiry into the matter by the investigating agencies to bring about the facts before the public.
"Irrigation and flood control minister should intervene into the matter and should order for departmental enquiry in this regard," they demanded.
