Director Agri's aide illegally allots agri-business unit to brother-in-law

KULGAM, Apr 23: A major scam has surfaced in Agriculture department in Kulgam district, where an aide of Director Agriculture has allotted two agri-business units to his relatives against the norms and laid guidelines.
Official sources told Early Times that the officer whom they identified as Sartaj Ahmad Shah in nexus with then Chief Agricultural Officer Kulgam and other officials managed to allot agri-business unit to his brother-in-law in violation of the guidelines.
They said that beneficiary of the Agri-business unit; Mushtaq Ahmad Shah is a resident a Chwalagam Kulgam that falls in Kulgam town while as according to guideless beneficiary should be a resident of any rural area.
"In 2014 we received revised guidelines for the scheme under which preference was to be given to self help groups or societies or unemployed agricultural graduates but then Chief Agricultural officer Farooq Ahmad Mir allotted the unit to an individual that is totally against the norms," an official pleading anonymity revealed.
He said that the official Sartaj Ahmad Shah, who is given additional charge of SDO Kulgam, influenced the department at various occasions as politicians; bureaucrats including Director Agriculture back him.
Officer said, "Advertising the scheme in leading newspapers was also avoided to help the blue-eyed beneficiaries."
Sources said the officer Sartaj Ahmad Shah had earlier in 2010 also allotted Agri-business unit to his relative, who is resident of Daderkoot Kulgam. The unit, according to them is not functional in the village.
It merits mentioning here that department has so far established only two units in the district since 2010. Under this scheme, beneficiary is being given Rs 4 lakh to start his business as subsidy amount.
Chief Agriculture Officer Kulgam said they are about to submit a detailed report to Additional Deputy Commissioner Kulgam who is investigating the case.
The Additional Deputy Commissioner, when contacted, confirmed to have taken cognizance of the scam.
