ETT scam: Challan produced against BOSE's ex-Chairman, Jt Secy
CB recommends departmental action against another ex-chairman of BOSE

Jammu, Apr 25: In the ETT institute scam, the crime branch (CB) of police produced chargesheet against ex-chairman of BOSE (Board of School Education), Shiekh Bashir Ahmad, joint secretary S S Slathia and 10 others in the court of special judge anti-corruption, A K Koul here today.
This is the third chargesheet in ETT scam for 2005-2007 session. Two chargesheets for 2003-2005 and 2004-2006 sessions, involving 17 persons including 3 BOSE officers, have already been filed in the court. CB has also recommended departmental action against another former BOSE chairman Nutan Kumar Rasutra, son of Karam Chand Rasutra of Rehari, for being a member of Karan Vidya Educational Trust, Jammu, inspite of being a government employee.
Others against whom chargersheet was produced included Robin Ram Krishan of ward No 5, Kathua, promoter of Data Ranpat Dev ETT and Research Institute, Kathua, Sanjeev Khajuria of ward No 2, Kathua, promoter of Maha Luxmi ETT Research Institute, Kathua, Nirmaljeet Singh of Sainik Colony (at present Barnoti, Kathua), promoter of Bahu Teacher Training and Research Institute, Sainik Colony, and AMN Teachers Training and Research Institute, Kunjwani Bye Pass, Surinder Kumar Gupta of Talab Market, Channi Himmat, promoter of Satya Playway ETT Institute,Channi Himmat, Ramanpreet Singh of ward No 1, Bhour Camp (at present sector D, Sainik Colony), promoter of Preet Training and Research Institute, Satwari, and Samar Teachers Training and RI, Narwal, Surjeet Singh Jamwal of ward No 10, Kathua, promoter of Nav Bharat ETT and RI, Kathua, Madhu Sharma of Jakhani, Udhampur, promoter of Bhartiya College of Education, Research and Training, Udhampur, Sarpreet Singh, promoter of Popular Educational Trust ETT Institute, Kathua, Mata Vaishno Devi ETT Institute, Kathua, and Vidya ETT Institute, Lakhanpur, Kathua, Harjinder Singh Anand (now expired) of Gandhi Nagar, promoter of Bharat Institute of ETT, Hatli Morh, Kathua, Gurcharan Singh Reen, son of Matwal Singh Reen of Sainik Colony, promoter of Daya Instiute of Educational Training and Research, Channi Himat, Dr Shiekh Bashir Ahmed of Pahilipora Safapora, Ganderbal, then Director Academics, BOSE, (now retired) and S S Salathia, then joint secretary of ETT, BOSE (now retired). All the accused except Harjinder Singh Anand and Gurcharan Singh Reen, who are no more, were produced in custody.
After hearing the two sides, the judge granted bail to all the accused.
CB had registered a case in this connection after then BOSE chairman had sent a communication to its IG on September 3, 2013 along with an inquiry report of BOSE's Joint Secretary legal (KD), Srinagar. It was reported that EET was a huge scandal where money in hundreds of crores exchanges hands as bribe and almost all the persons are involved in the loot. All sorts of malpractices are being done as neither registration of candidates is done on time nor classes are started or hostel facilities provided. The candidates are lured and a huge amount ranging between Rs 45,000-80,000 is taken from each student each year for the two year course through touts for providing them degrees by the erring institutions which do not fulfill even the basic norms and standards laid down by National Council for Teachers Education (NCTE). Despite that, the government issued them NOCs which otherwise were to be granted after conducting their periodic inspections for basic infrastructure purposes. BOSE also did not carry out their inspection for academic purposes and issued them NOCs. This huge scandal was allegedly being run by a mafia in league with some BOSE authorities, who in furtherance of a criminal conspiracy with the management of these institutions dishonestly and fraudulently granted them affiliation in gross violation of the norms to confer undue benefits upon these institutions by abusing their official position.
On the receipt of this complaint, CB registered a case against the accused under sections 420, 468, 471 and 120-B of RPC read with section 5(2) of P C Act Svt 2006 and started investigation during which it seized several files were seized from BOSE office. (JNF)
