Unable to construct 19 girls' hostel under RMSA, J&K gets nod for another 49 hostels 4/25/2016 11:13:56 PM G S Asgotra Early Times Report Jammu, Apr 25: Notwithstanding the fact that the state government had failed to construct 19 girl's hostel sanctioned in 2011-12 , the Union government has sanctioned a total of 68 hostels for state. Given the indifference and lethargy of state administration, it is presumed that state will never be able to complete such huge number of hostels. The Union government had sanctioned 19 girls' hostel under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in the remotest areas of Jammu and Kashmir which failed to see the light of the day. The state government officials under RMSA to hide their failure have been saying that all the hostels including newly sanctioned 49 hostels, would be constructed soon but on ground even the land is not identified for these hostels. Reliable source in department said that under RMSA scheme, the Ministry of Human Resource and Development had directed to state government to construct 19 hostels in financial year 2011-12, and 49 hostels sanctioned in financial years 2015-16 and has released funds worth of Rs. 52 Crores but the government had assumed lackadaisical approach to construct these hostel, leaving girl students at loss. They further said that to seize the school dropout ratio especially of girl students, the government of India had sanctioned these hostels for the students of backward areas. "The officials of RMSA have blamed low proposed cost of hostels Rs. 40 lakhs, approved by Union government, as the main reason for their failure to start construction work", sources said. Refuting the claims of officials, sources said that the department has so far failed to even identify any land. "One can easily guess the future of all these hostels as even this lethargic government had failed to construct even 19 hostels in last five years and neither land was identified.
