'Improper survey conducted for execution of tube wells by ERA'

Jammu, Apr 27: The casual approach of the Economic Reconstruction Agency for not conducting proper survey before execution of a project can be well judged from the fact that it got executed approximately two dozens of tube wells worth crore of rupees, in a part of Jammu urban area, out of which the work on some tube wells had to abandon due to non yielding of water and some failed to function properly causing huge loss to state exchequer.
Sources told Early Times that due to ill planning and unprofessional attitude of the Economic Reconstruction Agency, the much needed project of construction of 22 tube wells under Jammu (East) Water Rehabilitation Programme (Urban sector) got executed by the agency at a cost of Rs 10 crore with an aim to fulfill the increasing demand of drinking water in urban areas but poor performance of tube wells defeated the objective.
"Out of total number of tube wells, 19 tube wells were made functional and handed over to the line department whereas the construction on remaining three tube wells were abandoned after incurring an expenditure of Rs 75 lakh due to non yielding of water which clearing indicates that the execution of these tube wells was made by the Agency without conducting proper survey and soil study of the site," they said further adding that the discharge of water in some handed over tube wells was considerably low and were not performing up to the desired level.
The more ridiculous thing which has been given by the agency in its report on the poor performance these tube well was in which it cited that tube wells were abandoned due to the reasons that enough aquifer was not encountered during drilling and that the reduction in discharge of water was due to depletion of ground water level which confirms the fact that Agency had not conducted adequate surveys and that the guidance of the Central Ground Water Board were not sought before execution of such type of works.
