PDP loyalist official enjoys perks in ULB

Srinagar, Apr 27: In yet another instance of political patronage to officials with political affinity, a tainted PDP loyalist Assistant Sanitation officer has been posted as Executive officer despite being ineligible for the same.
Important Official documents accessed by Early Times reveal that one Abdul Rasheed Teeli , Assistant Sanitation officer in ULB was transferred from Kulgam and despite ineligibility was posted as Executive officer at Hajin . Order number DULB/estt p8/452 of 2016, dated 29/03/2016 reads that
Abdul Rasheed Teeli (Assistant Sanitation officer) looking after the affairs of Municipal Committee Kulgam is being transferred with immediate effect and posted at Hajin "till a suitable officer is posted by the competent authority."
However according to sources transfer of PDP loyalist Teeli from Kulgam to Hajin to assume the charge of Executive officer temporarily was merely a bid to divert attention by authorities and extend undue benefits to him.
Sources said that on the Directions of noted PDP politician during one administrative meeting in Hajin on 25/04/2016, Teeli vide order Number MC/H/estt/16/70-74, dated 25/04/2016 relieved four employees from his office and attached them with the Directorate of ULB at Srinagar.
They said that all these four employees had voiced concerns over massive illegal recruitments in the Municipal Committee Hajin over the years and Teeli sensing trouble with the help of his strong political contacts in PDP managed their attachment in the directorate office of ULB to gag them.
It is not the first instance that influential official has been awarded perks, as in January this year four influential employees' of ULB including Abdul Rasheed Teeli despite being booked by anti-graft agencies were elevated as Executive Officers (EOs) to important Municipal Committees in Kashmir .
"Many influential executive officers are enjoying prime postings in spite of being booked by State Vigilance Organization in so many fraud cases of providing illegal appointments and swindling of Government funds, However, those who, (executive officers) refuse to compromise the ethics are attached or suspended without reason due to corruption in Urban Local Bodies Kashmir." sources said.
They further said that there are number of eligible officers in the department but due to malpractice in the local bodies, they are not considered for these posts.
Sources said that in the Directorate alone, more than two dozen officials are senior and due for promotion, but since the blue eyed had hijacked, the Directorate, the eligible are deliberately being ignored. The Director ULB Kashmir, Tufail Ahmad couldn't be contacted despite repeated attempts.
