Legislatures meet CM , apprise problems

JAMMU, Apr 27: Legislatures under Rigzin Zora met the Chief Minister Mehbooba Mufti and apprised her of the problem being faced by the people belonging to reserved categories as well as from far flung areas.
During meeting, they dwelt heavily on the very important issue of Reservations in Promotions. She was reminded of late Mufti Sayeed's commitment towards reserved categories and his vision of their up liftment. Mehbooba Mufti had patient listening and promised the legislatures that she will sort out all the issues pertaining to reservation and if need arises shall come out with an amendment bill in this regard.
Pertinently, the J&K High Court, in its judgment on October 9, 2015, struck down some sections of the J&K Reservation Act. The court struck down Section 6 of the J&K Reservation Act, 2004, and Rules 9, 10 and 34 of the J&K Rules 2005. The Government failed to safeguard its own law in the High Court and also Bureaucratic treachery did not allowed government to either file review petition in the High court or an appeal in the Supreme Court. Private respondent belonging to reserved categories (JKRCEA) filed SLP's in the Apex court and got Status Quo & Stay order on Division Bench order of Blanket Ban of Reservation in Promotions.
It is learnt that Late Mufti Sayeed, the then Chief Minster was positive in the matter and wanted to settle the issue in the Assembly, but unfortunately he died before Assembly session could begun. Absence of political dispensation in J&K became an opportunity for the casteist and anti-reservation Bureaucrats to misinterpret the Apex court orders and issued many promotion orders at their sweet Will without accommodating reserved categories employees. The material gains and favouritism cannot be ruled out.
Earlier, the Jammu & Kashmir Reserved categories Employees Association (JKRCEA) met all the Legislatures of Reserved categories in the chamber of Dy Speaker Legislative Assembly under the President ship of Dr. Sanjay Bhasin, to press upon them for sorting an appointment with the Chief Minister & other cabinet Ministers to pursue vexed issue of Reservation in Promotions.
It is worth mentioning here that few of the MLA's including Dr. Manyal, Dina Nath, Gurezi, Dr. Krishan Lal were perusing the matter along with Javeed Rana, Akram Choudhary , Rigzin Zora, Asgar Ali Karbali, Bakar Rizvi and others for last 06 months. Few of them had threatened even to resign from the Assembly if the issue of reservation is not settled in favour of these categories. Even Bali Bhagat, the then Social Welfare Minster was ready to take drastic step if reservation in promotion was not restored. Now let see, how all these public representatives takes the matter with government in the Assembly and outside the Assembly in the days to come. Politics is going to be tough in the days to come in this regard.
