20 years on, FPF sans recruitment rules | | | Akshay Azad

Jammu, Oct 12: Twenty years after its formation, the Forest Protection Force (FPF) has no recruitment rules. The aggrieved accuse successive forest ministers of parroting concern for preservation of forests thus finding no time for framing the much needed rules. Sources in Forest department informed Early Times that in pursuance to cabinet decision No.12/7 dated 2/12/1996, Forest Protection Force was constituted and in the next few years, Guards and Inspectors were engaged under Jammu and Kashmir Civil Services Classification Control (Appeals) rules of 1956. But after the lapse of nearly twenty years, the FPF has failed to make recruitment rules, which speaks about various aspects of service and also of seniority of the engaged workforce, sources said. They further said that as per laid down procedure of various other Forces and employees, the clause dealing with finalization of seniority is included in the Recruitment Rules but surprisingly the finalization of seniority clause was kept in the service/working rules, creating lot of problems for the engaged workforce. "The SSRB had engaged FPF Guards and Inspectors and the lists were published in newspapers according to the selection merit", sources said, adding that Forest Guards of district Kathua, Jammu and Udhampur had joined the department on 16th of March 1998 while candidates of Poonch in August 1997 and Rajouri in April 1998. In absence of recruitment rules, batches of candidates were sent for Forest Training of three months while some others for Weapon Training of six months not altogether but in batches. "It was not mentioned anywhere that seniority will be finalized as per training merit but the department as per Rule 38 of SRO 264 finalized seniority of candidates as per training merit", they said. "Many candidates have still not done any type of training and it is still beyond comprehension as how their seniority will be finalized", sources said, adding that even the incumbent Forest Minister was also learnt to be stressing on finalization of seniority as per training merit, which was very unfortunate. Director of FPF, Rajeev Tiwari said that the recruitment rules were in the final stage and nearly two months back, same were sent to government for further action. Commissioner Secretary of Forest department, Mohammad Afzal Bhat said that the recruitment rules were forwarded to ARI and Training department, which has raised some objections. "The objections have been replied and same will be once again forwarded to ARI and Trainings department and then to Law department for vetting and then for final approval", he said. |
