| The Modi government is keeping the people busy in celebration mode. Each Yojana and schemes are celebrated as if they have achieved all the targets. We should not expect results from this photo shop government that only keeps people busy using their powers. Hearing is the only distance sense that does not qualify for something available on ground. The resonance of the similar nature much available to the common ears through media about India progressing by leap and bounds and by way of fanciful work and through the mouth pieces of the party, but the visuals of this development are not visible to our eyes to stand as witness to this oratory propaganda. A stable visual field is the basis of object permanence and other conceptual tasks. Object permanence cannot be obtained by a blind child until he has the ability to reach for objects based on sound cue alone. The government takes the citizenry as blind children to believe his conceptual achievements and to the literate it tries to make them understand through its allegorical calculations. The dramatized spectrum of achievements by the present dispensation is a web of trickery woven by wicked politicians by psychological treatments as to render the common man helpless to visualize the things by coming out of the insomnia in its physical perspective. The present government completing four and half years in power, require to be viewed for its visual impact of various flagship schemes that are projected as game changers.
1. Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) : The government has come up with announcement of completion of 18,452 villages announced by PM in 2015 to be electrified within 1,000 days i.e. by May 2018, under the Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) that was a replacement for already existing Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY). It is required to be put in public domain that as per the government, a village is considered electrified if it has basic electrical infrastructure and 10% of its households and public places have power. What a funny definition of an electrified village, where 90% have no electricity? And such 10% electrified villages are claimed as success of this scheme. Whereas on the generation side as per data compiled by the Union power ministry, India saw just 5.66% average annual growth in generation between 2014-15 and 2017-18, compared to 5.9% between 2010-11 and 2013-14.
2. Pradhan Mantri Ujjwala Yojana (PMUY) : When we peep into this flagship scheme of this government launched by PM in 2016, with the target to provide five crore LPG connections to women from poor households by the end of March 2019. While the number of LPG connections has seen a big growth after the rollout of the PMUY, it has not been matched by a commensurate increase in LPG consumption. While 3.6 crore LPG connections have been issued over last two years under the Ujjwala scheme, but the growth rate of LPG consumption has stayed at the same level as before the scheme was launched. LPG consumption saw a growth of 10.5% in 2014-15 and 9% in 2015-16, respectively. After the rollout of Ujjwala, LPG consumption recorded a growth rate of 10.1% in 2016-17 that declined to 8% in 2017-18, and nearly the same level as before the scheme was implemented. This is because Ujjwala beneficiaries are not coming for a refill at the same frequency as general LPG consumers. I will not shy away to pen down that against each cylinder Government is paying Rs.1600/- per cylinder as installation charges to LPG companies and here lies the real motive of government that is to benefit these companies only and thousands of crores of rupees have been put into the wallet of these companies and for beneficiaries the Ujawala cylinder has rendered just a gizmo. Few sponsored architected documentaries on scheme regularly televised are just to befool the common man of the biggest achievement of the present dispensation. According to Indian Oil, about 70% of the PMUY customers have availed loans provided by OMCs for financing the purchase of LPG stove and first refill. Under the scheme, OMCs are recovering the subsidy provided on subsequent refills from beneficiaries who have taken a loan and adjusting the same towards the repayment of the loan. Hence, 70% Ujjwala beneficiaries purchase refills at the market price at present.
3. Jan Dhan Yojana: has 31.6 crore accounts with combined deposits of Rs 81,203.59 crore. Nearly 20% of these accounts are lying inactive and 1.9% has been closed (as per reply given by the minister of state for finance in parliament recently). Till February 2018, about 59 lakh Jan Dhan accounts have been closed since the launch of the scheme. That shows lack of customers' interest in maintaining their accounts. According to the Global Findex Database 2017, measuring financial inclusion, released by the World Bank, "Globally, 13% of adults, or 20% of account owners, reported having what can be considered an inactive account, with no deposit or withdrawal - in digital form or otherwise - in the past 12 months. According to the World Bank, in India, the share of inoperative bank accounts is 48% - the highest in the world. It was also in public domain that the people opened these account only on the allurement of getting Rs 15 lacks promised by Modi during election time
4. Pradhan Mantri Awas Yojana (PMAY), it plans of constructing five crores new housing units by 2022 and is considered as repackage of already existing Rajiv Awas Yojana (RAY) with applied cosmetics. The government has set a target under the PMAY, of which three crore are to be built in rural areas and the balance in cities. Under the rural scheme, construction of only 16 lakh houses has been completed. Over 15 per cent of the 54.95 lakh houses sanctioned in last three years under the Centre's flagship Pradhan Mantri Awas Yojana (Urban) have been completed, according to data provided by the Housing and Urban Affairs (HUA) Ministry. In 2016-17 only 1.49 lakh houses were constructed against the target of 32.6 lakh units. As per the ministry's official figures, 8.55 lakh houses have been completed till August 21, 2018.
5. Mudra scheme has been advertised as a big job creator by the Modi government meeting the capital requirement of first-time women and Dalit entrepreneurs. Nearly Rs 6 lakh crore has been disbursed to over 12 crore beneficiaries under the Pradhan Mantri Mudra Yojana, which was launched in 2015. As reported by 'The Wire' recently, the numbers of larger-sized loans - of more than Rs 5 lakh - that can create real jobs are just a tiny percentage, or 1.3% of total loans disbursed under the scheme. The balance loans are in sizes of less than Rs 50,000 and of between Rs 50,000 and Rs 5 lakh. The average size of Mudra loans in 2017-18 was Rs 52,700, an amount that could hardly be expected to generate jobs.
6. Skill India scheme was launched by PM in 2015. A five-member committee headed by Sharda Prasad, former director general of general employment and training in the ministry of labour and employment, found that scheme was poorly implemented, with unrealistic targets. In its report submitted in 2017, added that everybody was chasing numbers without providing employment to the youth or meeting sectoral industry needs. Data shows that the National Skill Development Council managed to skill about 600,000 youth till September 1, 2017, and could place only 72,858 trained youth, achieving a placement rate of around 12%. The Prasad-led panel observed that India's goal of skilling 40 crore people under the National Skills Development Programme 2015 is too large, unnecessary and unattainable.
We can conclude the visual realization of the claims of these schemes as nothing more than a puzzle.
