Is Assembly poll in J&K round the corner?

When will the next Assembly election be held in Jammu and Kashmir? This is a million dollar question that baffles senior politicians. However, the centre has made its intention clear on the issue. The Centre has said in the Lok Sabha that there was no other option left with the Governor but to recommend President's Rule in Jammu and Kashmir as no party or alliance staked claim to form government and asserted that it was ready to hold assembly polls in the state. Replying to a discussion on the resolution on a presidential proclamation about imposition of President's Rule in the state, Union Home Minister Rajnath Singh also rejected claims of some opposition parties that the BJP was propping up a regional party to form government. Had the BJP wanted to indulge in horse-trading to form the government, then it would have done so during the six-month Governor's Rule. Chief Electoral officer J&K will meet election commission of India in connection with elections in Jammu and Kashmir.
The Home Minister said the then Governor NN Vohra had sent a report in June after speaking to leaders of all major parties that none of them had expressed any intention to form a government. And the only alternative to the President's rule is to go in for fresh Assembly election to allow the democratic process to be completed with the formation of an elected Government. Since the tenure of the Assembly in Jammu and Kashmir is six year's it means that the next election is due in 2020. There is a possibility for the central Government to have the Assembly and the Lok Sabha poll together in Jammu and Kashmir. Yes, there is another provision the centre could extend the President's rule as under the Union Constitution or under the state Constitution there is no limit to the President's rule. And if the next Lok Sabha election helps the Congress and its allies to form the Government, the new Government will hold the Assembly poll in Jammu and Kashmir without any further delay because the new Congress Government will not allow the BJP to settle down and perform well the next Assembly poll.
But in case the BJP is voted back to power it may delay the holding of the Assembly election in Jammu and Kashmir as the central Government will allow the BJP to strengthen its vote bank. Already the PDP president and former Chief Minister, Mehbooba Mufti, has berated the BJP and said that the alliance with BJP was the blackiest chapter in the political history of the PDP. This is to win back those voters who were against the PDP for joining hands with the BJP. And in case the Congress and its allies regain power in the centre it may allow the state unit of the Congress to join hands with the National Conference to form the Government. Already Dr Farooq Abdullah, president of the National Conference has announced that if voted to power it may not form any alliance. But in case the National Conference falls short of majority by 10 to 15 seats it may be willing to form the coalition Government in alliance with the Congress. The BJP is trying to throw its full support to Sajjad Lone to be the next Chief Minister. It depends on his performance in the next election.
