SRINAGAR, Jan 1: Taking a serious note of non-implementation of transfer order of a dental surgeon, K Vijay Kumar, advisor to Governor Satya Pal Malik has asked the higher ups of Health & Medical Education department to fix the responsibility as why the transfer order was not uploaded on official website of the department.
Kumar passed on this direction during a meeting with the additional secretaries of Health & Medical Education department held at Jammu on Monday (December 31, 2018). The Governor's advisor took a serious note of the non-implementation of transfer order and said that government orders after their issuance should be put on official website.
"Taking serious note of the news item published in the newspaper Early Times titled "Blue eyed dental surgeon trashes transfer order issued by Principal Secretary H&ME department", Advisor (K) to Hon'ble Governor took a meeting of the Additional Secretaries of Health and Medical Education Department today on 31/12/2018 at 12.00 noon," reads a note of instructions issued after the meeting.
The note adds, "It shall be ensured that all the Government Orders after their issuance reach the concerned quarters for implementation and immediate compliance. The compliance report should also reach the Administrative Department. All the Government Orders after their issuance should be put on the official website of the Department the same day."
"Responsibility needs to be fixed to identify the officer/official responsible for not uploading the Government Order No. 677 of 2018 dated 10/12/2018 on the official website of the Department and also for not ensuring its dispatch and receipt by the concerned in time," reads the note.
In the meantime, Deputy Director Health Services (Headquarters) Kashmir has forwarded a copy of the Government Order No. 677-HME of 2018 dated 10-12-2018 to Chief Medical Officer, Srinagar, Chief Medical Officer, Ganderbal and Principal, Regional Institute of Health & Family Welfare (RIHFW), Dhobiwan.
Deputy Director Health Services (Headquarters) Kashmir forwarded a copy each of the order to the district heads of Srinagar, Ganderbal and Principal RIHFW, Dhobiwan under the order number 16058-60 dated 31-12-2018. This was done to ensure that the order is implemented in letter and spirit even though after three weeks or so.
It would be in place to mention here that Government Order number 677 of 2018 dated 10-12-2018 pertains to transfer of Dr. Ijtaba Shafi. Under this order Dr. Ijtaba was transferred from RIHFW, Dhobiwan to the office of Chief Medical Officer, Ganderbal for further duties. However, the transfer order was not implemented with Dr. Ijtaba continuing at his previous place of posting.
"In the interest of administration it is hereby ordered that the services of Dr. Imran (Physician ACLS trained, CHC Gousia Hospital) shall be utilized to supervise the training at RIHFW, Dhobiwan along with other doctors who have been already conducting trainings according to a pre-devised roster and Dr. Ijtaba Shafi, Dental Surgeon at RIHFW, Dhobiwan shall report back to Chief Medical Officer, Ganderbal for further duties," says government order number 677-HME of 2018 dated 10-12-2018.
