Incharge cadres of School Education Deptt express resentment

JAMMU, Mar 24: In charge cadres of school education department, demanding their regularization, expressed their strong resentment and disappointment for not clearing the regularization of joint directors and chief education officers in the first ever meeting held on 18.03.2019.
It is a matter of concern to all 8000 thousand in charge cadres that no incharge officer has been regularized for last fifteen years, ZEOs lastly were regularized in 2006, principals in 2007,lecturers and head masters in 2011, since then department did not bother to regularized its incharge cadres as a result hundreds of incharge officers have expired and more than two thousand have retired without their regularization till date.
Amar Nath Thakur state chairman education employees coordination committee and Jammu kashmir government teachers forum during his meeting with all higher education authorities and state administration for last four years since 2015 apprised all including Chief Secretary , Ministers, advisors , Secretary GAD that due justice must be done and all incharge officers and lecturers be regularized . It was due to long efforts that state administrative council under governor S P Malik decided to regularize all incharge officers (all back log and fresh) as a onetime exemption. General administrative department constituted a regularization committee and also created an HRM cell by sanctioning staff headed by additional secretary . But it is a matter great concern and regrets that vigilance clearance, work and conduct are demand now from all those incharge officers and lecturers who have expired and retired since 2006 till date, which is impossible at this stage.
A delegation of incharge cadres submitted a memorandum to all and requested that all expired incharge officers may be exempted from vigilance clearance and( sealed cover procedure under rules be adopted) for the purpose if necessary , Delegation has apprised all the concerned authorities that other incharge officers and lecturers whose names are cleared by vigilance and have full filled all formalities must be cleared in the next meeting of regularization committee.
Delegation further informed that incharge lecturers have completed all formalities and directors of Jammu and kashmir divisions have submitted the posting details, work and conduct, integrity etc. to administrative department and their regularization may be cleared as well. School education employee's co ordination committee of all cadres would not tolerate further delay in their regularization and would adopt all democratic and lawful methods to get all incharge cadres regularized in a time bound manner. Incharge cadres have extended and would extend all co operation to officers and staff of HRM cell which has just started working also but face lot of difficulties.
