People seize 144 bags of MGNREGA Cement | Misuse of government cement in Kishtwar | | early times report Kishtwar, Sept 19: People of village Cherhar situated on the outskirts of Kishtwar town today seized 144 bags of government cement allegedly meant for distribution among the 4 blue eyed persons by the officials of Rural Development Department Kishtwar under Mahatma Gandhi National Rural Guarantee Scheme. The people alleged that the department of RDD with the help of local Sarpanch distributed the cements among the four blue eyed persons having job cards while genuine people are ignored by the concerned department. The agitating people alleged that the department failed to release their wages for works done since last more than one year. They said that giving 40 bags of cement to one job card holder is the violation of MGNREGA norms set by the government of India. After getting information about delivery of government cement among few blue eyed persons in the area, they came out on road and seized the tipper bearing registration No: JK02R-2325 loaded with 140 bags of RDD cement. They alleged that a few days ago cement was distributed as well. According to them instead of making use of government cement in public works; these blue eyed persons either sell the same in black or use it for private works. Farooq Ahmed approached the local Sarpanch a few days ago regarding providing job to him under MGNREGA. He was informed that he had identified some work for him. " I called him today and inquired about the cement loaded truck that arrived in village with the request to provide me the cement bags for starting the work which he (Sarpanch) had identified for me. But he said that the cement loaded in the vehicle is to be given to some other persons", he said. Farooq said that the Sarpanch also forced him to dismantle the entrance gate of his residence to get a job under MGNREGA. Parvaiz Ahmed said that as per the directions given by the RDD officials, he along with one other job card holder constructed a water Tank and protection wall and finished the work in the month of February 2012 but his payment has not been released till date. He said that despite repeated request, the RDD officials fail to clear his pending wages. He said that the villagers seized the cement bags since they are going to provide this only to four persons. "Where will other people go if RDD in such an eventuality", he questioned. He said that the villagers will not allow themto lift the cement bags unless justice is done to them. Similar views were also expressed by Ghulam Nabi. He said that he is yet to receive wages pending since last year. He was told by RDD officials to construct protection wall. However, cement supply was assured to him after he finished the work. "From where do I get money to buy cement and finish the work-MGNREGA is a government scheme to provide job to poor people like us, but we people are asked to first finish the work, only then they will provide us the cement", he said. Meanwhile local Sarpanch Khurshid Ahmed Malik denied the public allegation. He said that these 140 bag cement were s for construction of two bridal paths having length of 100 meters each in the said village. He said that beside these 140 bags, 50 bags are kept for similar job at Kamalpora ward of the same Panchayat. He outrightly denied that the government cement seized by the people is being misused.
