60 percent road construction works across J&K 'unsatisfactory' | PMGSY looted! | | Syed Junaid Hashmi JAMMU, Sept 25: Blunting State Government's tall claims of efficiency and quality, National Quality Monitors (NQM) have expressed dissatisfaction over the construction quality of 60 percent of roads being constructed under Pradhan Mantri Grameen Sadak Yojana (PMGSY) across Jammu and Kashmir. They have categorized construction of around 60 percent roads as 'Unsatisfactory'. The work on these roads has been completed by the contractors. According to report of National Quality Monitors (NQM) for the period November 2010 and September 2012, a copy of which is with Early Times, the monitors carried out around 172 inspections of completed as well as ongoing road construction works across the State. The monitors have further said that of the ongoing 155 road construction works across the State, contractors have failed to maintain quality in around 55 percent (86 roads) of these works. Worst hit districts are Budgam, Pulwama and Srinagar, all in Kashmir Province, where around 60 to 100 percent completed road construction works have been classified as 'Unsatisfactory'. Of the ongoing works, 50 percent works are unsatisfactory in Kupwara and Leh districts, 22 percent in Kargil and Budgam districts, 17 percent in Srinagar district, 11 percent in Kathua, 7 percent in Jammu and 5 percent in Rajouri. The National Quality Monitors (NQM) have given detailed analysis of these unsatisfactory works to State Government but if the sources are to be believed, Minister of State (MOS) Javed Dar has refused to initiate action against the delinquent contractors. Besides, in the absence of a Cabinet Minister, the contractors whose works have been classified as 'Unsatisfactory' are yet to be penalized or taken to task for low quality road construction works. Sources said that quality has been greatly compromised in most of the road construction works. They maintained that State Government should have initiated action against these contractors but nothing has been done so far. Sources said that the State Government is responsible for the implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) in the State, as such; it is the responsibility of the State Government to ensure quality of road works under this programme. They added that since the programme lays special emphasis on the quality and timely completion of road works, a three tier quality management mechanism has been operationalised. The National Quality Monitors, who are the third tier in Quality Control, play a vital role in overseeing the Quality of the PMGSY road works. With their long experience and expertise, sources said that NQMs provide valuable insight into the programme and guidance to the executing agencies. They said that quality of every item and sub-item of work is evaluated by the NQM on the basis observations made as per prescribed standard method. The grading is recorded in every item and abstracted at appropriate space provided in Part III of the format. The grading of work is done with an intention to quantify the observations showing level of satisfaction in relation to the specification of the work/item under observation. The objective is to indicate to the executing agency, as to whether the material or workmanship is acceptable, or unacceptable. If the item is unacceptable, the improvement could be done by either replacement of the entire material/portion of work or by rectification in workmanship or material. Grading is to indicate to the State Government, the level of intervention required for improvement. Based on grading, sources said that State Government is expected to take action for rectification of defect. |
