How employees swindled money in engineering deptts during militancy

SRINAGAR, Nov 21: Though militancy created a lot of devastation in the state in general and Kashmir Valley in particular but it also changed fortunes of some people in trouble -torn Valley especially during the first decade when terrorism was on its peak.
According to sources the engineering departments were much benefitted during the turmoil which amassed a huge amount without executing the works on ground. This has been true in almost in all engineering departments in Valley where the officials amassed a huge amount without executing the works on ground, sources added.
Sources said the loot was perpetuated in engineering departments especially in border districts of Kupwara and Bandipora and maximum funds earmarked for the construction of developmental works went down the drain.
Citing an example of such embezzlements and pilferaging of Government money, sources said a fitter in one of the engineering divisions in Kupwara district has amassed crores of rupees after perpetuating a lot in the division during the nineties when militancy was on its peak and the entire staff had deserted the division fearing militancy threat.
This local fitter managed every thing and in connivance with militants had withdrawn bills and cash and amassed huge amount, sources said, adding he later constructed a huge mansion in the area adjacent one of the local leaders house who was forced to sell his residential house feeling threat from the said employee.
Sources said the employee after pilferaging the records including work registers, M books and other essential documents pertaining to Government work. This way crores of money were swindled by this official in connivance with militants and there is no account of the same.
Sources said the case lying with Vigilance along with many other such cases but due to lack of documents with the investigating agency they are unable to take action. The investigating agency is in search of records and they have even approached the AGs office to get a copy of the same as one copy of the bill is submitted to AG's office for records and reference.
Sources said that this is not an isolated case of embezzlement made by engineering departments in Kashmir but there are many cases of this nature where state exchequer was looted by some government officials who were in league with militants.
