| JJSF Chairman files complaint against SHO Vijay Choudhary | | SHRC issues notice, seeks reply by Dec 11 | | early times report Jammu, Nov 22: A Division Bench of State Human Rights Commission comprising of Rafiq Fida and Amolak Singh has issued a notice to Director General of Police and Inspector Vijay Singh Choudhary, SHO Police Station Domana seeking report on a complaint filed by Kuldeep Singh Chib son of Chanda Singh resident of Barnai here today. The Division bench observed, "Prima facie a case of Human Rights violation is made out. In the first instance report be called from DGP, J&K and Inspector Vijay Singh Choudhary, SHO P/S Domana. In order to give fair chance of hearing to Vijay Singh Choudhary against whom complaint is lodged, be directed to appear and file his personal response in the matter on 11/12/2012….." Kuldeep Singh Chib, former president GGM Science College, Jammu and chairman Jammu Joint Students Federation (JJSF), an active social activist, in a complaint to SHRC alleged that he earlier submitted a complaint to DGP, J&K on 8/11/2012 against Inspector Vijay Singh Choudhary stating that the erring police official having criminal back ground and active connivance with hardened criminals and land grabbers have let loose a reign of terror wherever he remained deputed and was even once arrested in 2002-03 while being in service for his criminal act, is synonymous to Don (Dada), a criminal head in the entire area of his jurisdiction(P/S Domana) where he is openly involved in land grabbing, having active patronization of senior officers, has terrorized and kept the people under duress in the otherwise peaceful belt. Chib further submitted that the applicant who is reputed social activist in the area having distinction of being the prominent student leader and president of GGM Science College, presently chairman of JJSF is being harassed, terrorized, threatened and even was raided twice at his shop (Barnai Pulli on 28th October, 2012, thrashing and threatening his employee there with stern warning and thereafter again on 3rd of November, 2012 during afternoon with the threat to his employee to ask his master to present himself at Police Station and also to show the documents of his belongings, by the said SHO. The said incident was brought in the notice of immediate senior officers who refused to act on the pretext or the other and rather evaded to even have a audience to the said mischief by the SH0 who is acting arbitrarily, unilaterally and strong headedly. The SHRC Division bench has directed both DGP and SHO Domana Vijay Singh Choudhary to take notice of the above directions for compliance and submit report to the Commission directly before or on 11/12/2012, the date fixed for next hearing.
