| Where touts, RC's relatives rule the roost | | Relief Commissioner's office | | early times report Jammu, Nov 26: Even as people are eagerly waiting for a clarification on allotment of Jagti flats, a relative of the Relief Commissioner has added to the woes of the organization. One Sachin Rawal who happens to be a relative of the Relief Commissioner allegedly snatched a leaf of the official cheque book of Zonal Officer Digiana and after putting forged signatures succeeded in withdrawing Rs 7000 from J and K Bank Gandhi Nagar branch. On 20-10-2012 he produced the cheque in J&K Bank Branch Gandhi Nagar and withdrew cash of Rs. 7000/- through one Dileep Kumar after putting forged signatures on cheque No 419965 from the official bank account of Zonal Officer Digiana's account number CD 2525. The concerned officers were undecided as to whether matter should be referred to police or not in view of the relation of the accused with their officer. After the irregularity came to fore the concerned Zonal Officer without wasting time deposited the amount himself in the bank on 29-10-2012 as the erring relative of the Commissioner refused to even apologize. The officer has so far failed to take any legal action in view of pressure from the Relief Commissioner. The matter is reportedly being hushed up. As per the procedures laid down in the Relief Organisation no cash transaction can take place. All transactions are to be made or transferred from one account to other online. This procedure is in place since last few years. Why action was not taken immediately in the matter and why the officer failed to lodge an FIR with the police? These questions have not been answered. It has been reported that the erring relative of the Relief Commissioner has been allotted a flat at Jagti. His name figures in the controversial allotment list. The Relief Commissioner refused to make any comment. Previously in the month of July/August it was alleged that some persons/touts were processing official papers (migrant certificates). Sources provided photographs of some of the touts to Early Times. When the matter was brought to the notice of Relief Commissioner he immediately directed that the migrant certificates be issued from Zonal offices instead of Commissioner's office but could not take any action against the culprits who, sources believe are his favourites. The direction has only added to the woes of the migrants. They have to first submit the papers in Zone office and then approach the Commissioners office for further action. Migrants believe the Commissioner is fully involved in the irregularities that have surfaced in his office of late. They have sought intervention of the Revenue Minister.
